Guide to driving in Bahrain with a Israel licence.
An Israeli licence holder can potentially drive in Bahrain, but recognition is subject to Bahraini rules for foreign licences and international permits. Israel officially instructs its drivers to obtain an International Driving Permit (IDP) before driving abroad. Bahrain requires foreign IDPs to undergo traffic-authority processing. A separate three-month provision allows discretionary approval of certain foreign private-car licences, rather than automatic recognition.
For a visitor, the practical route is to carry the original Israeli driving licence and a valid Israeli-issued IDP, then follow the General Directorate of Traffic procedure for foreign permits. Bahrain law also allows the authority to approve a non-GCC national private-car licence for a limited period, but that approval should not be assumed. An IDP alone does not replace the national licence.
Israel and Bahrain are separate sovereign states and contracting parties to the 1968 Vienna Convention on Road Traffic. This provides relevant international context, but treaty participation does not eliminate domestic administrative requirements.
Article 251 of Bahrain implementing traffic regulations states that the traffic authority may permit holders of private-car licences issued outside the Gulf Cooperation Council to drive the specified private-car category for a maximum of three months from entry. The licence must be approved by the authority. Israel falls within the non-GCC group, but the provision does not guarantee approval of every Israeli licence.
Article 294 separately provides for the validity of foreign international driving permits held by non-Bahrainis and permits driving vehicles within their authorised categories. Article 295 governs their presentation to the traffic authority. The exact acceptance decision for an individual licence or vehicle category remains subject to the responsible authority.
The Israeli Ministry of Transport and Road Safety instructs holders of Israeli driving licences to obtain an international permit before travelling abroad. Its issuing service identifies the 1968 Vienna Convention, Annex 7, and states that the permit must accompany the valid permanent Israeli plastic driving licence. The permit is valid for up to three years or until the national licence expires, whichever occurs first.
Bahrain law provides a conditional route for certain national private-car licences, so an IDP is not the only possible legal route. However, Israeli official guidance calls for an IDP, and Bahrain Articles 294 and 295 provide an established framework for foreign permits. Article 295 requires presentation of a foreign IDP for review and registration, with a special next-day provision for tourists and transit visitors.
The Israeli IDP contains multilingual licence information. Whether Bahrain independently requires a certified translation of an Israeli national licence when no IDP is used is unverified – confirm with official authority. Do not assume that a translation alone substitutes for required licence approval.
The three-month limit in Article 251 concerns discretionary approval of specified non-GCC national private-car licences. It runs from entry into Bahrain and applies regardless of residence status under that provision. It should not be presented as the universal validity period for all foreign IDPs.
Under Article 294, qualifying foreign international permits are recognised during their validity, subject to the applicable rules. Renewal of such a permit while its holder is in Bahrain is not recognised under that article. Immigration permission, licence validity and traffic-authority processing remain separate considerations.
Bahrain offers services for evaluating foreign driving licences and replacing licences from recognised countries. Its published evaluation procedure requires an original valid foreign licence and an eyesight test, among other conditions. Whether Israel is included in the countries eligible for direct replacement, or whether an Israeli resident qualifies for a testing exemption, is unverified – confirm with official authority. A new resident should request an individual determination rather than rely indefinitely on visitor arrangements.
Published rental terms provide a clearer practical answer than assuming every foreign licence will be accepted at the counter. The following companies were checked for Bahrain-specific requirements.
| Company | Published requirement | Source checked |
|---|---|---|
| Budget Bahrain | A full valid driving licence held for at least one year, passport and an international driving licence for drivers whose national licence was issued outside the European Community. Traffic-department stamping may be required. | Budget Bahrain rental terms |
| Avis Bahrain | A valid national licence held for at least one year. Non-resident renters need an international licence alongside the national licence unless an exemption applies. Israel is not included in the published exemption list. | Avis Bahrain terms and conditions |
These rules are company conditions rather than separate statutory requirements. Confirm that the particular branch accepts the Israeli-issued permit and whether it will arrange the required traffic-authority endorsement.
Article 295 requires the holder of a foreign international permit to present it to Bahrain General Directorate of Traffic for review and registration. A tourist or transit visitor may use it on arrival but must present it on the following day. The authority may assign endorsement functions to rental companies or other bodies.
Bahrain government guidance on foreign international licence endorsement identifies original driving documents and a passport. Carry the original Israeli licence, original IDP and passport when completing the relevant procedure. For insurance, do not assume that licence acceptance alone establishes coverage. Confirm the rental agreement, authorised driver details and coverage conditions with the provider.
The national-licence permission in Article 251 is limited to the specified private-car category and requires approval. It does not automatically establish recognition for motorcycles, commercial vehicles or every Israeli licence class. By contrast, the foreign-IDP provision refers to categories authorised by the permit.
Article 294 excludes recognition of an international permit renewal made while its holder is inside Bahrain. Article 295 also means possession of an IDP does not remove the administrative presentation requirement. No specific Israeli exemption from these conditions was verified.
Arrange the official Israeli IDP before leaving Israel and keep the valid original Israeli plastic driving licence with it. Ask Bahrain General Directorate of Traffic how to complete the foreign-permit registration process and whether a chosen rental company handles endorsement. Confirm the authorised vehicle category, insurance and rental acceptance before collection. The discretionary three-month national-licence route is not a substitute for obtaining the required approval.
Information checked against the listed government, regulatory, convention and rental-company sources on 2026-10-22. This is the verification date, not the date on which the underlying rules changed. Individual licence approval, rental acceptance and resident conversion eligibility should be reconfirmed before driving.
