Guide to driving in Andorra with a Hungary licence.
A visitor with a valid Hungarian EU-model driving licence can drive in Andorra in the vehicle categories covered by the licence under the 1968 Vienna Convention on Road Traffic. A separate International Driving Permit (IDP) is not required when the domestic licence conforms to the Convention. Recognition lasts until Andorra becomes the holder's place of normal residence, so there is no verified fixed visitor-day limit for this rule.
Hungary and Andorra are both parties to the 1968 Vienna Convention on Road Traffic. Its driving-permit rules provide the legal basis for recognising qualifying Hungarian domestic licences in Andorra. Current Hungarian licences use the standard EU card model. An IDP is therefore not an additional requirement for a valid conforming Hungarian licence.
Andorra acceded to the 1968 Vienna Convention on 25 September 2024 and the Convention entered into force for Andorra on 25 September 2025. Hungary has been a contracting party since its ratification in 1976. Article 41 provides for recognition of a domestic permit conforming to Annex 6 when it is valid and issued by another contracting party. Recognition covers the vehicle categories shown on the permit, subject to the Convention's conditions and exceptions.
An IDP is not legally required in addition to a Hungarian domestic licence that meets Annex 6. The Convention separately recognises an international permit conforming to Annex 7 when it is presented with the corresponding domestic permit. That is the 1968 Vienna Convention IDP model. No official source checked provided a separate recommendation that holders of a conforming Hungarian licence should nevertheless carry an IDP in Andorra.
The Convention states that qualifying permits issued by one contracting party are recognised in another contracting party until the latter territory becomes the holder's place of normal residence. This does not establish a fixed maximum visitor period suitable for a day-count database field. For residents, Andorra's official homologation form states that homologation must be completed within one year from registration with the Immigration Service. Hungary is specifically listed for direct homologation of all categories without an examination.
No named rental-company terms were verified for this exact Hungary-to-Andorra combination. Rental documentation rules are contractual and can be stricter than the legal rule for driving. Check the selected company's current conditions for licence format, driver age, how long the licence must have been held and any additional identification before collecting a vehicle.
The Convention requires a driver to hold an appropriate valid driving permit. Specific Andorran roadside document-production requirements beyond that point were not separately verified. Insurance conditions affecting a Hungarian-licence holder were also unverified – confirm with official authority. Rental documentation requirements should not be treated as insurance law.
Convention recognition does not apply to learner-driver permits. It applies only to valid permits and the vehicle categories they cover. Article 41 also allows contracting parties to refuse recognition for drivers under 18 and contains age-related provisions for specified heavy-vehicle categories. Restrictions or conditions recorded on the licence remain relevant.
As a visitor, use the original, valid Hungarian EU-model licence and make sure the vehicle is within a category shown on it. An IDP is not an additional Convention requirement for that conforming licence. If hiring a vehicle, check the chosen company's own terms separately. If establishing normal residence in Andorra, begin homologation early enough to meet the one-year deadline.
