Guide to driving in Andorra with a Crete licence.
A valid licence issued in Crete is a Greek/EU driving licence and is recognised in Andorra. A non-resident visitor does not legally need an International Driving Permit (IDP) or a translation under the EU-licence rule in Andorra. No official recommendation to carry an IDP for this licence was identified in the checked Andorran licensing sources. The current regulation does not set a fixed visitor driving maximum for non-resident EU licence holders.
For an ordinary visit, use the valid Greek/EU licence itself. The categories shown on the licence remain the categories you may drive. An IDP is not a legal requirement for this pair, but a rental company may impose its own language-based documentation policy.
Crete does not operate a separate national licensing system. Driving licences are issued through the Greek system, including by the transport authorities of the Region of Crete. The Region of Crete lists the Greek licence categories AM, A1, A2, A, B1, B, BE, C1, C1E, C, CE, D1, D1E, D and DE. The current Andorran regulation expressly lists licences issued by EU member states as valid for driving in Andorra.
For resident exchange, the same regulation says that EU licences are exchanged with all categories and their seniority recognised and without theory or practical examinations. The right to drive still follows the categories, codes and restrictions actually recorded on the licence.
An IDP is not legally required for a valid Greek/EU licence. The Andorran regulation places EU and EFTA licences in their own recognition category. Its Geneva 1949 and Vienna 1968 IDP provisions are stated for permits from countries outside the EU and EFTA, so no IDP convention model needs to be selected for this Crete to Andorra case.
No separate official recommendation to carry an IDP with a Greek/EU licence was found in the checked Andorran licensing sources. This is different from rental-company policy, which can be stricter.
The current regulation does not state a fixed maximum driving period for a non-resident visitor using an EU licence, so max visitor days cannot safely be converted into a database integer. The licence must remain valid and the visitor must otherwise be lawfully present.
After habitual residence in Andorra begins, an EU licence remains valid for driving for a maximum of six months. The same six-month limit applies to a holder of Andorran temporary residence. A habitually resident EU licence holder has up to one year from the residence date to exchange the foreign licence for an Andorran equivalent. Because the driving validity ends sooner than the exchange deadline, a new resident should complete the exchange before the six-month driving limit expires.
Rental policy is separate from Andorran law. Europcar publishes terms for Andorra stating that the renter must present the normal driving licence and that an IDP is also mandatory if the licence is in a language different from the rental country and/or uses characters that cannot be read there. The company also asks for an identification document and a valid credit card.

| Europcar | National licence required. IDP also required by company policy when the licence language differs from the rental country and/or the characters cannot be read there. | Europcar Andorra page, checked 2026-10-03 |
The traffic code requires a driver to carry a valid driving licence, the vehicle registration certificate, proof that the vehicle insurance is in force and, where applicable, the vehicle inspection certificate. These documents must be shown to the competent traffic authorities when requested.
For a foreign vehicle, the insurance policy must provide at least the liability cover required for vehicles registered in Andorra. The authorities may request proof of the policy and its validity.
The main change for this pair is residence rather than nationality. Habitual and temporary residents face the six-month foreign-licence driving limit. For habitual residents, the EU licence exchange may still be completed within one year, but the foreign licence is no longer valid for driving after the six-month limit. Category-specific codes and restrictions recorded on the Greek licence continue to matter.
For a visit, carry the valid physical Greek/EU licence plus the vehicle registration and insurance documents. You do not need an IDP or legal translation under Andorran licence law for this licence. If renting, check the exact pickup terms because Europcar publishes a stricter language-based IDP rule. If moving to Andorra, begin the EU licence exchange early enough to finish before the six-month foreign-licence driving period ends.
