Guide to driving in Azerbaijan with a Canada licence.
A Canadian driving licence can be used for temporary driving in Azerbaijan when the applicable foreign-licence conditions are met, but the Government of Canada states that an International Driving Permit (IDP) must be carried. Obtain the IDP from CAA and carry your original licence. Azerbaijani law does not establish a universal one-month driving limit for ordinary foreign visitors. A separate one-month licence exchange deadline applies after obtaining a residence permit.
The main distinction is between holding a valid Canadian licence and having all the documents required to use it abroad. Canadian official travel guidance expressly calls for an IDP in Azerbaijan. The permit supplements the original licence rather than replacing it.
For visitors, the driving period must be distinguished from the permitted immigration stay and the separate rules applying to residence-permit holders. A fixed visitor driving limit was not established from the authorities checked.
Canada and Azerbaijan are separate sovereign countries. A Canadian licence is therefore a foreign driving licence in Azerbaijan, not a document recognised through a shared domestic licensing system.
Article 35-1 of the Azerbaijani Law on Road Traffic allows qualifying foreigners to drive using a valid licence issued by a competent foreign authority in accordance with applicable international road-traffic agreements. The provision applies generally to eligible foreign licences rather than naming Canada as a special exception.
Canadian driving licences are issued by provinces and territories. A valid full licence is the starting point for a Canadian IDP application. CAA states that the permit covers only vehicle categories already authorised by the underlying Canadian licence. A passenger-car entitlement does not, by itself, establish permission to ride a motorcycle or operate a heavy vehicle.
The Government of Canada is explicit in its Azerbaijan travel advice: drivers must carry an International Driving Permit. This is destination-specific official guidance, not merely a rental-company preference. The Azerbaijani foreign-licence provision reviewed establishes recognition conditions but does not independently resolve every documentary implication for the Canadian permit.
CAA is the authorised Canadian IDP issuer. Canadian permits follow the 1949 Geneva Convention model, and CAA confirms that the IDP must accompany a valid national licence. It normally remains valid for one year or until the associated Canadian licence expires, whichever occurs first.
Azerbaijan acceded to the 1968 Vienna Convention on Road Traffic, while Canada participates in the 1949 Geneva Convention. These are distinct treaty positions. Azerbaijan participation in the 1968 Convention does not establish that CAA can issue a 1968-model permit, nor does it independently prove every condition under which Azerbaijan accepts a Canadian 1949-model permit. For formal confirmation of the applicable convention mechanism, consult the Azerbaijani licensing authority.
The IDP provides multilingual licence information. Whether an additional certified translation of an English-language or French-language Canadian licence is required is unverified – confirm with official authority. Do not assume that language alone creates an exemption from the IDP instruction.
Article 35-1 distinguishes foreign visitors from foreigners who receive permission to reside in Azerbaijan. The foreign-visitor provision permits driving with a qualifying valid foreign licence without stating a universal one-month maximum for such visitors. Driving remains subject to the visitor having lawful permission to stay and meeting the relevant licensing conditions.
The Azerbaijani State Migration Service states that foreigners who obtain temporary or permanent residence permits must exchange their foreign driving licence within one month from the date the permit is issued. Its guidance further states that a person who fails to exchange the licence within that period is treated as not having the right to drive.
The Government of Canada also warns that Canadians intending to drive for more than a month may need to convert their licence. Read that caution alongside the more specific Azerbaijani statutory distinction: the verified one-month deadline for foreign nationals is triggered by receipt of a residence permit. Canadians planning an extended non-resident stay should confirm their circumstances with the Azerbaijani authorities rather than assume either an automatic one-month prohibition or unlimited driving rights.
No named rental-company conditions were verified specifically for the Canada-to-Azerbaijan journey. A company may impose contractual documentation or eligibility conditions independently of the rules governing legal driving.
Before reserving a vehicle, ask the provider to confirm acceptance of the physical Canadian licence and CAA-issued IDP, the applicable vehicle category and any age or licence-holding requirements. Also establish which registration and insurance documents will accompany the vehicle. Do not interpret acceptance of a reservation as confirmation that all driving documents have been approved.
Canadian official travel advice identifies the licence, IDP, passport, vehicle registration and proof of insurance among documents required for driving in Azerbaijan. It also identifies a first-aid kit and vehicle check-up card as items required in the car. The check-up card concerns vehicle roadworthiness and is not a substitute for the drivers licence or IDP.
Proof of insurance is a documented requirement. Neither the Government of Canada guidance nor the other sources checked establishes a universal insurance exclusion specifically for Canadians who lack an IDP. Actual coverage and contractual conditions should be confirmed from the insurer or rental company rather than inferred.
CAA does not issue its IDP against a learner-level Canadian licence. A Canadian permit also cannot authorise a vehicle category missing from the original licence. Drivers should use the vehicle-category entitlements shown on their own licence and associated IDP rather than assume that every Canadian class maps automatically to an Azerbaijani entitlement.
The one-month exchange rule for foreign residence-permit holders is materially different from ordinary visitor recognition. Azerbaijani legislation also treats Azerbaijani citizens holding foreign-issued driving licences separately. Neither situation should be used to calculate a blanket maximum for every visiting Canadian driver.
No special Canada-Azerbaijan bilateral licensing exemption was verified.
Use a valid full Canadian provincial or territorial licence and obtain the accompanying IDP from CAA before travelling. Carry the original documents, not just photographs or copies. The Government of Canada directs drivers to carry an IDP in Azerbaijan, so relying on the Canadian licence alone is not advisable.
If you need certainty about recognition of the Canadian 1949-model permit under Azerbaijani law, seek direct confirmation from the Azerbaijani licensing authority. Before collecting a rental car, confirm the company accepts those documents and supplies the required vehicle paperwork. Plan a licence exchange promptly if you obtain an Azerbaijani residence permit.
The information on this page was checked against the listed government, CAA and UNECE sources on 2026-10-21. The source review did not establish a separate translation obligation, a fixed driving period for ordinary foreign visitors, the precise convention mechanism governing recognition of the Canadian IDP or the conditions of a named rental company. These matters require confirmation where relevant to an individual journey.
