Guide to driving in Azerbaijan with a Bonaire licence.
A Bonaire-issued driving licence is not automatically covered by the treaty arrangements applying to licences from the European Netherlands. Azerbaijan recognises qualifying foreign licences, but recognition of this particular licence remains unverified – confirm with official authority. The legal IDP requirement and translation position are also unresolved. Azerbaijan permits qualifying temporary foreign visitors to drive without a separately established fixed visitor-day limit, subject to the applicable licence-recognition conditions.
The main obstacle is not an identified prohibition against Bonaire licences. It is the absence of verified authority establishing how Azerbaijan treats licences issued under the separate Caribbean Netherlands system. Neither legal acceptance nor an IDP exemption should be assumed. Rental companies may apply their own documentation requirements.
Bonaire is a special municipality, formally a public body, of the Netherlands in the Caribbean. Its driving licences are issued under the local licensing system. The Public Entity of Bonaire confirms that its driving licence card identifies the vehicle categories the holder is authorised to operate.
Azerbaijan Road Traffic Law Article 35-1 allows temporarily present foreign nationals to drive on valid foreign licences issued by competent authorities in accordance with the international road traffic agreements to which Azerbaijan is a party. This recognition is subject to the applicable international framework.
The Netherlands government treaty database records the 1949 Geneva Convention on Road Traffic as applying to Bonaire from 10 October 2010. Its record for the 1968 Vienna Convention identifies entry into force for the European Netherlands on 8 November 2008 but contains no corresponding entry for Bonaire. Azerbaijan became a party to the Vienna Convention, with entry into force on 3 July 2003. Azerbaijan is not listed as a contracting party to the 1949 Geneva Convention in the United Nations record checked.
These records do not establish a shared convention-based recognition entitlement for a Bonaire-issued licence. They also do not establish that Azerbaijan prohibits its use under domestic law. The recognition decision for this exact licence is unverified – confirm with official authority.
A Bonaire licence must also authorise the particular class of vehicle being driven. Azerbaijan acceptance of the individual categories appearing on a Bonaire licence has not been independently verified.
An International Driving Permit (IDP) is a document used alongside a national driving licence. It does not replace the underlying licence or independently grant permission to drive.
The Dutch treaty database establishes a meaningful difference between the two territories: the 1949 Geneva Convention applies to Bonaire, while the 1968 Vienna Convention is recorded as applying to the European Netherlands rather than Bonaire. Although Azerbaijan participates in the Vienna Convention, this does not by itself establish that a Vienna-model IDP is available to, or legally appropriate for, a Bonaire licence holder.
The legal IDP requirement for this exact combination is unverified – confirm with official authority. The applicable IDP convention or model, if one is accepted, also needs direct confirmation.
The US Department of State recommends an IDP for travellers using US licences in Azerbaijan, primarily for translation. That is government advice for a different issuing jurisdiction, not a verified recommendation specifically applicable to Bonaire. No origin-specific official IDP recommendation or authorised IDP issuer for Bonaire was established from the sources checked.
Whether a certified translation is required for a Bonaire-issued licence is likewise unverified – confirm with official authority. The actual language and layout of the individual licence should be checked before seeking guidance.
Article 35-1 of Azerbaijan Road Traffic Law distinguishes temporarily present foreigners from people holding temporary or permanent residence permission. A qualifying temporary foreign visitor may drive using a valid foreign licence recognised under the applicable international agreements. The provision does not establish a universal fixed maximum number of visitor days.
A foreign national who obtains temporary or permanent residence permission must exchange the foreign licence within one month of receiving that permission. The law also provides for the original foreign licence to be returned together with the replacement Azerbaijan licence in the cases described.
Whether the Bonaire licence qualifies for exchange, which vehicle categories would transfer and what supporting documents would be needed remain unverified – confirm with official authority. The residence-permission rule should not be confused with the separate one-month rule in the same article for Azerbaijan citizens returning with foreign licences.
Rental-company acceptance is a separate question from permission to drive under Azerbaijan law. Published company policies provide useful indications but none of the checked policies specifically confirms acceptance of licences issued in Bonaire.
| Company | Published requirement | Source checked |
|---|---|---|
| Hertz Azerbaijan | Its Azerbaijan FAQ requires foreign citizens to present a passport copy and an international driving licence. The published minimum experience requirement is one year. | Hertz Azerbaijan FAQ |
| Avis Azerbaijan | An international driving licence is required for licences using a non-Roman alphabet. Drivers must be at least 21 and have held a valid licence for at least two years. | Avis Azerbaijan terms |
| SIXT Azerbaijan | Its country-specific terms distinguish EU licences, non-Roman-alphabet licences and licences from jurisdictions outside the Geneva or Vienna conventions. An official English translation is specified for the latter category. | SIXT Azerbaijan rental information |
Hertz and Avis do not express identical IDP requirements. SIXT also applies a convention-based distinction that makes the Bonaire issuing jurisdiction particularly relevant. Confirm the company interpretation of your specific licence and its documentary requirements before making a non-refundable reservation.
The US Department of State advises drivers in Azerbaijan to keep their driving licence, passport or local registration documents, vehicle registration and proof of insurance with them. This is published government travel guidance, not a Bonaire-specific legal document list. Any additional requirements for a Bonaire licence holder are unverified – confirm with official authority.
Insurance should be considered separately from licence recognition. The documents checked do not establish a special insurance exclusion for Bonaire licences. A rental agreement may nonetheless limit driving to approved drivers and impose its own licence and insurance conditions. Check those terms with the provider and obtain written confirmation of driver eligibility.
The most consequential distinction is that Bonaire and the European Netherlands do not share identical territorial coverage under the road traffic conventions. The 1949 Geneva Convention is recorded as applicable to Bonaire, whereas the 1968 Vienna Convention is not recorded as being in force there. A statement that Dutch licences are accepted under the Vienna Convention cannot therefore be applied to Bonaire licences without further evidence.
No specific bilateral arrangement, Bonaire-only exemption or recognised-category exception was verified. The status of the actual driving licence, rather than the holders nationality alone, is what must be checked with the Azerbaijan authority.
Before arranging a self-drive trip, obtain a direct answer from the Azerbaijan State Traffic Police or competent licensing authority about recognition of a Bonaire-issued licence. Identify Bonaire as the issuing jurisdiction rather than simply describing the document as Dutch. Ask whether an IDP or translation is required and which form is acceptable.
Check IDP availability separately with the Public Entity of Bonaire licensing office. If you intend to rent, provide the company with the issuing jurisdiction, licence categories and document language, and request written confirmation that it will release the vehicle to you. Do not assume that purchasing an IDP resolves a recognition issue.
The information on this page was checked against the official treaty, legislation, licensing, travel-advisory and rental-company sources listed above on 2026-10-22. The territorial convention distinction is documented, but individual recognition of Bonaire licences and the applicable IDP model remain unresolved. Confirm these points with the responsible Azerbaijan authority before driving.
