Seychelles ehliyeti ile Albania ülkesinde araç kullanma rehberi.
A holder of a valid Seychelles driving licence may drive in Albania for the vehicle categories covered by that licence while not resident in Albania for more than one year. Albania Road Code article 133 does not make an International Driving Permit (IDP) a general prerequisite. A translation becomes necessary if the foreign document does not conform to the applicable international models. Rental companies can impose stricter documentation rules.
The legal position is based on Albania Road Code article 133. It recognizes a foreign domestic licence as a document that may be used directly, subject to validity, category, residence, and document-format conditions. This means a Seychelles licence holder does not automatically need an IDP simply because the licence was issued abroad.
Article 133 permits a driver holding a foreign domestic driving licence or an international driving licence to drive in Albania the vehicles for which that document is valid, provided the driver has not been resident in Albania for more than one year. Albania and Seychelles are separate sovereign states and are both parties to the 1968 Vienna Convention on Road Traffic.
Recognition is category-limited. Albania does not turn a foreign licence into permission for vehicle classes it does not cover. Seychelles Licensing Authority publishes domestic licence classes ranging from motorcycles and private vehicles to commercial vehicles, omnibuses and named special vehicles. No Albania-Seychelles category-equivalence table was located, so the controlling practical rule is the category shown on the valid licence, together with any required professional qualification for special vehicles.
Article 133 does not state that a driver who already holds a valid foreign domestic licence must also carry an IDP. If an IDP is obtained in Seychelles, the relevant treaty model is the 1968 Vienna Convention IDP. Seychelles Licensing Authority publishes an IDP service for holders of valid Seychelles driving licences and states a one-year validity for the permit it issues.
No pair-specific Albanian government recommendation telling Seychelles licence holders to obtain an IDP was located. That is different from rental-company policy. An IDP may still be useful where a rental company applies its own language or script requirement.
Translation is conditional. Article 133 requires an official Albanian translation or equivalent document when the foreign licence or IDP does not conform to the models established by international agreements in which Albania participates.
The Albanian rule is tied to residence rather than a fixed tourist-day allowance. A foreign licence may be used under article 133 while the holder has not been resident in Albania for more than one year, so no fixed value is stored for max_visitor_days. After more than one year of residence, the foreign-licence permission no longer applies.
DPSHTRR currently publishes conversion routes for EU licences, certain other country groups, and countries covered by bilateral or reciprocity arrangements. Seychelles is not listed on that page among the published eligible countries. A person becoming resident should therefore confirm the applicable Albanian licensing route before the one-year residence point rather than assuming the licence can be exchanged.
Rental documentation rules can be stricter than the road-law minimum and differ by company.
| Company | Published requirement checked |
|---|---|
| Sixt Albania | A full valid licence held for at least two years is required. For non-EU licences printed in a non-Roman alphabet, Sixt requires a valid IDP. A translation is accepted only with the original licence. |
| Europcar Albania | The normal licence is required. Europcar states that an international driving licence is mandatory when the normal licence is in a language different from the renting country and/or uses characters that cannot be read there, and it is valid only with the normal licence. |
These are company policies, not Albanian statutory rules. Check the terms attached to the actual reservation because another rental provider may apply different documentation conditions.
Albania Road Code article 178 requires a motor-vehicle driver to carry a valid driving licence for the vehicle category and specified vehicle documents. These include the registration permit, technical booklet, authorization if the driver is not the owner, the compulsory insurance certificate, and the vehicle ownership tax document where applicable. A professional competence certificate must also be carried where required.
The compulsory insurance certificate is a vehicle-document requirement. No separate insurance rule was verified that changes whether a Seychelles licence is recognized or whether an IDP is legally required.
The main legal exception is residence. The foreign-licence rule ceases to apply after more than one year of Albanian residence. Vehicle-category limits also remain important, and special vehicles may require proof of professional competence in addition to the licence. Translation requirements can arise if the document does not conform to the applicable international models.
Use the valid original Seychelles licence and carry the Albanian vehicle documents required by article 178. An IDP is not a general statutory prerequisite under article 133, but it can prevent problems where the chosen rental company applies a language or script condition. If obtaining one, use the Seychelles Licensing Authority process for the 1968 Vienna Convention model and carry it with the domestic licence.
