Senegal ehliyeti ile Albania ülkesinde araç kullanma rehberi.
A Senegal licence can be used in Albania when it is valid and meets the model recognised under the 1968 Vienna Convention on Road Traffic. An International Driving Permit (IDP) is not a universal legal requirement for this pair. If the licence does not match the applicable international model, Albania requires an official Albanian translation or equivalent document. The foreign-licence rule changes after more than one year of Albanian residence.
A compliant Senegal domestic licence can be sufficient on its own. Translation depends on the document's conformity with recognised international models, and rental companies may impose stricter documentation rules. Albania's verified legal time limit is residence-based rather than a fixed number of visitor days.
Article 133 of Albania's Road Code allows a driver holding a foreign domestic or international licence to drive the vehicle categories for which that document is valid, provided the driver has not been resident in Albania for more than one year. Article 133 also requires an official Albanian translation or equivalent document if the foreign licence or IDP does not conform to a model established by an international agreement to which Albania is a party.
Albania and Senegal are both contracting parties to the 1968 Vienna Convention on Road Traffic. Article 41 of that Convention provides recognition for domestic driving permits conforming to Annex 6 and for Annex 7 international permits when used with the corresponding domestic permit. That treaty framework is the pair-specific basis for recognition.
An IDP is not a universal legal requirement for a Senegal licence holder whose domestic licence meets the recognised convention model. If an IDP is used for travel between Senegal and Albania, the applicable model is the 1968 Vienna Convention Annex 7 IDP. Under Article 48, the 1968 Convention replaces the 1949 Road Traffic Convention in relations between states that are parties to both. The IDP does not replace the national licence and should be carried with it.
No Albanian government recommendation specific to Senegal was located. In practice, the value of an IDP depends on the licence format and the rental company's own terms. Automobile Club du Sénégal states that it is the sole entity authorised to issue International Driving Permits in Senegal.
No fixed maximum number of visitor days was verified. The Road Code instead uses residence: a foreign domestic or international licence can be used while the holder has not been resident in Albania for more than one year. For that reason, max_visitor_days is not represented as a fixed number.
Resident conversion needs extra care. Article 134 of the current Road Code refers to licences from states party to UN driving-licence conventions as eligible for same-category conversion without an aptitude test, but the current DPSHTRR public conversion page describes EU, US, Canadian, bilateral and reciprocity routes and does not list Senegal among its bilateral countries. A Senegal licence holder becoming resident should confirm the current procedure directly with DPSHTRR before relying on exchange eligibility.
Rental-company policy is separate from Albanian road law and varies by company. SIXT's Albania page requires a full valid driving licence plus a passport or identity card. Its published IDP policy says a licence from a 1968 Vienna Convention country is accepted if it is in Latin script, while a non-Latin-script licence must be accompanied by an IDP. Europcar's Tirana information says an IDP is mandatory if the licence is in a language different from the rental country and/or uses characters that cannot be read. Neither policy should be treated as a rule for every rental company.
| Company | Requirement checked | Source checked |
|---|---|---|
| SIXT | Albania pickup requires a full valid licence plus passport or identity card. SIXT's IDP policy accepts 1968-Convention licences in Latin script and requires an IDP for non-Latin script. | Albania page and IDP policy, checked 2026-09-29 |
| Europcar Tirana | IDP required when licence language differs from the rental country and/or characters are unreadable, together with the original licence. | Tirana rental information, checked 2026-09-29 |
The verified legal document rule is the foreign-licence rule in Article 133, including the official Albanian translation or equivalent where the foreign document is outside recognised international models. If an IDP is used under the 1968 Convention, it accompanies the domestic licence. A complete Senegal-specific roadside document checklist was not located and is unverified – confirm with official authority.
No Senegal-licence-specific insurance condition was verified. Under Albania's Law No. 32/2021, a driver entering with a foreign-registered vehicle must have a Green Card valid in Albania, Albanian border insurance covering the stay for at least 15 days, or another valid third-party-liability document where a separate bilateral agreement applies. This vehicle-insurance requirement is separate from licence recognition.
Recognition applies only to vehicle categories covered by the valid licence. Article 133 also allows additional competency or qualification documents to be required for certain special or professional vehicles where the issuing state requires them. Residence is a material exception because the foreign-licence permission does not continue beyond the one-year residence threshold.
Travel with the original valid Senegal licence. If its format conforms to the 1968 Convention and the rental company accepts it, an IDP is not a separate legal requirement. If you choose or need to obtain an IDP, Automobile Club du Sénégal publishes the Senegal issuance service and states that it is the sole authorised issuer. Use a 1968 Vienna IDP together with the national licence. If you become resident, contact DPSHTRR before the one-year residence threshold because the Road Code and current public conversion guidance are not fully aligned on Senegal.
