Saipan ehliyeti ile Belgium ülkesinde araç kullanma rehberi.
A valid Saipan-issued CNMI licence may be usable for a short visit to Belgium under the U.S. foreign-licence framework, but acceptance of this specific card has not been confirmed. An International Driving Permit (IDP) is not universally required for recognised licences, although an IDP is officially advised. Belgium has no verified Saipan-specific visitor day limit, and rental documentation may be stricter.
The table above separates the general U.S. visitor rule from the unresolved question of whether Belgium accepts the particular Northern Mariana Islands licence format.
Saipan is part of the Commonwealth of the Northern Mariana Islands, a U.S. commonwealth, not an independent licensing country. Its Department of Public Safety Bureau of Motor Vehicles handles driving licences. The 1949 Geneva Convention lists Belgium and the United States as parties, and the U.S. declaration extends the Convention to territories for whose international relations it is responsible. Belgium recognises valid foreign national licences under the applicable conventions, subject to their conditions. The U.S. State Department says adults aged at least 18 may drive in Belgium on a valid U.S. licence as tourists or short-term visitors. However, no Belgian authority examined here expressly names the CNMI card as accepted for that purpose.
Belgian federal guidance permits either a recognised non-European national licence or a recognised international permit during the relevant initial period of registration. It therefore does not impose an IDP in every case. Under the 1949 Geneva Convention a country may require the Annex 10 IDP, including where a domestic licence does not conform to the Annex 9 model. Whether that applies to the current CNMI card is unverified – confirm with official authority. For a U.S.-issued IDP the relevant treaty model is 1949 Geneva, not an assumed 1968 Vienna permit. USAGov advises travellers to carry their valid licence together with an IDP and identifies AAA and AATA as authorised U.S. issuers.
Short-term visitors can use a qualifying U.S. licence, according to the U.S. State Department. Belgium does not publish a fixed visitor maximum specific to CNMI licences. Its 185-day rule concerns registration as a Belgian resident, not a universal 185-day tourist allowance. A resident with a recognised non-European licence may drive during the first 185 days of registration. A Belgian licence cannot be issued by exchange until 185 days after registration. The licence model must qualify for exchange, and the municipality may ask for a sworn translation. If exchange is unavailable, Belgian theory and practical tests are required.
Avis Belgium requires the original licence and says drivers using a licence issued outside Europe in another country should also bring an IDP or a notarised English translation. It also asks for identity and payment documents and a licence held for at least one year. These are Avis requirements, not general Belgian driving law. Confirm acceptance of a CNMI licence with the particular rental desk before prepaying.
Under Articles 21 and 22 of Belgium’s road-traffic law, drivers must carry the relevant valid licence and show it when an authorised officer asks. The IDP is supporting documentation, not a replacement. Avis Belgium says third-party cover is automatically included with a rental, while an excess may apply for damage or theft. No CNMI-specific insurance consequence was verified.
Belgium’s published U.S. licence-model schedule includes Puerto Rico and the U.S. Virgin Islands, but has no entry for the Northern Mariana Islands. This is material for exchanging a licence after moving to Belgium. It is not evidence of a separate Saipan-Belgium treaty or a definitive ban on driving there as a visitor. Belgian equivalence for CNMI vehicle classes is unverified – confirm with official authority.
Verify the exact licence format with Belgium’s Federal Public Service Mobility and Transport and the planned rental company before driving. If eligible, carry the original CNMI licence and a U.S.-issued 1949 Geneva IDP. For a move to Belgium, contact the municipality early about recognition, testing and any sworn translation.
