Martinique ehliyeti ile Angola ülkesinde araç kullanma rehberi.
A Martinique-issued licence is handled within France's national driving-licence system. Current France Diplomatie guidance says French licence holders may drive in Angola for three months only with an International Driving Permit (IDP) accompanying the French licence. However, Angolan Presidential Decree 203/16 sets a 30-day rule for foreign licences from states without a bilateral equivalence and exchange agreement, with a possible equal extension. Because those authoritative sources do not align on duration, treat your right to drive as conditional and confirm the permitted period before driving.
Carry both your valid French licence issued through the Martinique or French national system and a current French IDP. The IDP is the official multilingual translation and does not replace the national licence. The unresolved point is duration: France Diplomatie publishes three months, while Angolan Decree 203/16 can limit a qualifying foreign licence to 30 days where no bilateral exchange and equivalence agreement exists. The safest planning assumption is not to rely on more than 30 days without confirmation from the competent Angolan authority.
Martinique does not operate a separate international driving-licence regime for this purpose. The Préfecture de la Martinique directs driving-licence procedures to the national France Titres and ANTS system, so the relevant origin document is a French national driving licence. Angola's Decree 203/16 Article 103 recognises SADC-model licences and licences from states covered by bilateral arrangements, subject to validity and Angolan age requirements. For licences from states without a bilateral equivalence and exchange agreement, Article 103 provides a separate rule of no more than 30 days where the licence was obtained after an examination of at least equivalent rigor and the other stated conditions are met.
The decree limits recognition to the vehicle categories for which the foreign licence qualifies the holder, including the restrictions shown on that licence. A Martinique holder should therefore not assume that a foreign document expands the categories already held.
France Diplomatie's Angola page, updated 15 September 2026, says holders of a French driving licence are authorised to drive for three months with an international permit accompanied by the French licence. That makes carrying the IDP the clear current French-government instruction for this exact national licence in Angola. The Angolan regulation checked does not phrase Article 103 as an IDP rule, which is why the database legal-status field is recorded as depends rather than presenting the sources as perfectly consistent.
France's current international driving permit model was revised in 2026 by a Légifrance order that expressly relies on the 1968 Vienna Convention on Road Traffic, Article 41 and Annex 7. The IDP must be used with the French national licence. It is not a stand-alone licence.
There is a material conflict on the visitor period. France Diplomatie currently says three months for a French licence holder carrying the IDP and French licence. Angolan Decree 203/16 Article 103 says that, for licences from states without a bilateral equivalence and exchange agreement, the maximum is 30 days and may be extended once for another equal period where justified. A current official source resolving how these provisions apply together to France and Angola was not found, so the applicable period for a Martinique holder is unverified – confirm with official authority.
For residents, Article 104 says a resident holding a valid foreign licence that qualifies the person to drive in Angola may request exchange for an Angolan licence for the qualifying categories. The application provisions include identity, residence, proof of licence validity and medical documentation. Whether a Martinique-issued French licence is presently exchangeable in practice under the current France-Angola relationship was not verified and should not be assumed.
Avis Luanda Downtown was the named rental location checked. Avis requires a valid licence in the driver's name from the country of residence. Its published Angola terms additionally require an IDP as a translation for a licence written in a non-Roman alphabet. A French licence uses Roman script, so that Avis translation condition does not by itself add an IDP requirement. It also does not displace the separate France Diplomatie guidance that French licence holders in Angola should carry an IDP with the national licence.
No published terms from enough Angola rental companies were verified to support a broad statement that all or most rental companies use the same documentation rule. Check the specific company before booking.
For licence documentation, the clearest current pair-specific instruction is to carry the original French licence and the IDP together. A complete official visitor roadside-document checklist beyond the verified licence and insurance points was not established, so that category is unverified – confirm with official authority.
Angola's insurance regulator ARSEG states that compulsory motor third-party liability insurance is required for a vehicle to circulate and that road authorities verify compliance. For a rental vehicle, insurance supplied under the rental contract and optional collision or theft waivers are contractual matters separate from the legal question of whether the licence and IDP allow the driver to drive.
The important exception is Article 103's treatment of foreign licences where no bilateral equivalence and exchange agreement exists. Its 30-day period may be extended once for an equal period where there is justified reason. The France Diplomatie country page nevertheless continues to publish a three-month rule for French licence holders with an IDP. Because the current sources do not explain that discrepancy, this page does not convert either period into a fixed database maximum.
The Angolan rule also depends on the foreign licence being valid, the holder meeting the Angolan age requirement for the equivalent licence and, under the no-agreement route, the licence having been obtained through an examination of at least equivalent rigor. Those conditions matter more than the place name printed on the holder's address.
Before travel, obtain the French IDP through France Titres or ANTS and take the original national licence as well. Do not rely on the IDP alone. Because the current French destination guidance and Angolan regulation differ on the visitor period, ask the competent Angolan traffic or transport authority to confirm the period that will be applied to a French licence before planning to drive beyond 30 days. If renting, confirm the selected company's documentation at booking and again before collection.
