Luxembourg ehliyeti ile Albania ülkesinde araç kullanma rehberi.
A valid Luxembourg driving licence can be used in Albania for the vehicle categories it covers while the holder has not been resident in Albania for more than one year. A separate International Driving Permit is not legally required for a standard licence that fits an international model recognised by Albania. Translation is conditional on licence format, and rental companies may impose extra documentation rules.
For a typical visitor using a current Luxembourg EU-format licence, the central answer is yes: the national licence can be used under the verified Albanian rules. The one-year rule is linked to residence in Albania, not a fixed tourist stay. An IDP can still matter under a rental company policy, and an official Albanian translation becomes relevant if the licence does not conform to an accepted international model.
Article 133 of the Albanian Road Code permits drivers holding a foreign national driving licence or an international driving licence to drive the vehicle categories covered by that document while they have not been resident in Albania for more than one year. Luxembourg and Albania are both parties to the 1968 Vienna Convention on Road Traffic. This provides the relevant multilateral framework and no Luxembourg-Albania bilateral agreement is needed to support the visitor conclusion.
The current Luxembourg L5 licence is an ID-1 card model. The European Commission lists the Luxembourg categories it may display, including motorcycle, car, goods and passenger categories. Recognition in Albania extends only to the categories actually valid on the holder licence.
For a standard valid Luxembourg licence that conforms to an international model recognised by Albania, a separate International Driving Permit (IDP) is not legally required by Article 133. Albania and Luxembourg are parties to the 1968 Vienna Convention. Luxembourg official guidance describes its current ordinary international permit as usable in countries that ratified either the 1949 Geneva or 1968 Vienna Convention and identifies a separate special permit only for Japan. For Albania, the ordinary ACL-issued permit is the relevant Luxembourg document if an IDP is carried.
No Albania-specific Luxembourg government recommendation to carry an IDP was verified. Luxembourg guidance says that requirements outside the European Economic Area depend on the destination. In practice, an IDP can still be useful where a rental company applies a translation rule, but that practical benefit is not the same as a legal requirement.
The Albanian rule is residence-based. Article 133 applies while the holder has not been resident in Albania for more than one year, so max_visitor_days cannot accurately be expressed as a fixed tourist-day limit. Once the residence threshold is exceeded, continued use of the foreign licence is no longer covered by the visitor rule.
Article 134 provides a route for holders of valid EU Member State licences who obtain residence in Albania to exchange the licence for the same category without the competence exam, subject to the legal and administrative conditions. Current DPSHTRR conversion guidance covers valid EU licences and requires the foreign licence plus the listed residence, identity, medical and certified-translation documents for the conversion application.
Rental-company rules are contractual requirements and can be stricter than Albanian driving law. The policies checked for Albania do not use one uniform rule.

The verified legal document is the valid foreign national licence, with an official Albanian translation or equivalent document if the Article 133 format condition applies. For certain special professional vehicle categories, the competence certificate or other professional proof required by the issuing state may also be necessary. A separate official roadside checklist specific to Luxembourg licence holders was not verified.
No Luxembourg-specific licence insurance consequence was verified. Enterprise Albania states in its rental terms that third-party liability protection is required by law and included in its rates. That company statement should not be read as a Luxembourg-specific rule about private insurance or claim validity.
Three exceptions matter most. First, a nonconforming licence format triggers the official-translation or equivalent-document rule. Second, the foreign-licence visitor rule ends after more than one year of Albanian residence. Third, special professional vehicle categories may require additional competence documents. Rental companies can separately impose minimum age, licence-holding-period and documentation rules for particular vehicle groups.
For a short visit, take the original valid Luxembourg licence and the identity documents required for the journey or rental. An IDP is not legally required for the standard Luxembourg licence under the verified rules, but it can be a useful optional backup if the chosen rental company applies a translation policy. If the licence is an older or unusual format, confirm whether an Albanian translation is needed. Residents should address conversion before exceeding the one-year residence threshold.
