Lebanon ehliyeti ile Albania ülkesinde araç kullanma rehberi.
A valid Lebanon driving licence can be used in Albania for the vehicle categories it covers while the holder has not been resident in Albania for more than one year. Albanian Road Code Article 133 does not impose a universal International Driving Permit (IDP) requirement. Translation can be required depending on document format. For a Lebanese-issued IDP, the relevant convention model is the 1949 Geneva Convention permit, and the authorised Lebanese issuer recommends carrying an IDP for foreign driving and rentals.
The central legal rule comes from Albania rather than from a special Lebanon bilateral arrangement. A valid foreign national licence is accepted under Article 133, with a one-year residence threshold and a document-format or translation condition. Rental companies can impose stricter documentary rules than Albanian road law.
Article 133 of the Albanian Road Code allows drivers holding valid foreign national or international licences to drive vehicles for which those documents are valid, provided the driver has not been resident in Albania for more than one year. The United Nations treaty records show that Albania and Lebanon are parties to the 1949 Geneva Convention on Road Traffic. Albania is also a party to the 1968 Vienna Convention, but Lebanon is not listed as a party to that convention. For this origin and destination pair, the shared convention basis is therefore the 1949 framework.
An IDP is not a universal legal condition for using a valid Lebanon national licence under Article 133. If the foreign licence or IDP does not conform to a model established by an international agreement joined by Albania, Article 133 instead requires an official Albanian translation or an equivalent document. Automobile et Touring Club du Liban states that it is authorised to issue international traffic documents under the 1949 Geneva framework, and its guidance advises carrying both national and international permits for car rental abroad. That recommendation is practical issuer guidance, not an Albanian legal requirement.
No fixed visitor-day maximum was verified. The rule identified in Article 133 is based on residence: the foreign licence may be used only while the holder has not been resident in Albania for more than one year. After that point, Article 133 no longer authorises driving on the foreign licence. The official materials reviewed are not fully consistent on conversion scope. A DPSHTRR-hosted Road Code text contains broader convention-based language in Article 134, while the current DPSHTRR conversion page describes European Union, United States, Canadian, and listed bilateral or reciprocity routes and does not name Lebanon in its bilateral list. The exact resident conversion procedure for a Lebanon licence is unverified – confirm with official authority.
Rental terms can be stricter than the legal rule. SIXT Albania states that a full valid licence must have been held for at least two years and that a licence printed in a non-Roman alphabet must be accompanied by a valid IDP. Europcar states that the normal licence must be presented and that an international licence is mandatory when the normal licence is in a different language from the renting country and or uses characters that cannot be read there. These are company policies, not Albanian statutory requirements, and the practical result depends on the script and presentation of the actual Lebanon licence.
The Road Code text checked lists a vehicle registration document, a valid driving licence for the relevant category, technical inspection evidence where applicable, compulsory insurance evidence, and other authorisations or professional competence documents when required. If Article 133 makes a translation necessary, that translation or equivalent document should accompany the licence. Separately, Albanian Law No. 32/2021 requires a foreign-registered vehicle entering Albania to have qualifying third-party liability evidence, such as a Green Card valid in Albania, qualifying border insurance, or another qualifying document where an applicable bilateral arrangement exists. No source checked states that lack of an IDP by itself automatically invalidates insurance.
The foreign licence is usable only for categories it validly covers. Drivers of special or professional vehicles may also need competence documentation required by the issuing state. Special international agreements can modify the general Article 133 rule. No pair-specific Albania and Lebanon exemption from the one-year residence threshold was verified.
Carry the original valid Lebanon licence. Carrying a 1949 Geneva Convention IDP issued by an authorised Lebanese issuer is the lower-friction option, especially where the licence uses non-Roman characters or a rental company asks for an international permit. If the Albanian document-format rule triggers a translation requirement, obtain an official Albanian translation or qualifying equivalent. Confirm the selected rental company terms before payment.
