Israel ehliyeti ile Albania ülkesinde araç kullanma rehberi.
Yes. Albania lets a driver with a foreign licence or an International Driving Permit (IDP) drive the categories covered by the document while not resident in Albania for more than one year. Albanian law does not impose a blanket IDP rule, but the Israel Ministry of Transport and Road Safety tells Israeli licence holders to obtain a 1968 Vienna Convention Annex 7 IDP before driving abroad and carry it with the valid permanent plastic Israeli licence.
For a visitor with a valid Israeli licence, the practical document set is the permanent plastic Israeli licence plus the Israeli-issued Vienna IDP. The Israeli licence is bilingual Hebrew and English. Albania Article 133 adds an official Albanian translation or equivalent only where the foreign licence or IDP does not conform to treaty models.
Article 133 of the Albanian Road Code permits drivers holding a foreign driving licence or foreign IDP to drive vehicles for which that document is valid, provided they have not been resident in Albania for more than one year. Israel and Albania are both parties to the 1968 Vienna Convention on Road Traffic, and the Israel Ministry of Transport says its IDP follows Vienna Convention Annex 7. For special vehicle classes, Article 133 also requires any professional-competence certificate or other qualification required by the issuing state.
The Albanian rule is not a blanket statement that every foreign driver must hold an IDP because Article 133 accepts a foreign national licence or an international licence subject to its document-model rules. The origin-specific position is stricter in official Israeli guidance: the Israel Ministry of Transport and Road Safety says Israeli licence holders must obtain an international driving licence before travel abroad and cannot drive abroad with only the Israeli licence. It identifies the document as a Vienna Convention Annex 7 IDP and says it is valid only with the permanent plastic Israeli licence. For this pair, carrying both documents is the clear practical course.
No fixed maximum visitor period in days was verified. The Albanian Road Code instead ties foreign-licence use to residence: Article 133 applies while the driver has not been resident in Albania for more than one year, and Article 134 addresses consequences after the one-year residence point. Conversion needs extra care because Article 134 text is broader than the current DPSHTRR conversion webpage, which lists EU states, the United States, Canada and named bilateral or reciprocal states but does not list Israel. Do not assume an Israeli licence can currently be exchanged without further confirmation from DPSHTRR.
Rental-company rules are contractual and can be stricter than Albanian law.
| Company checked | Published requirement relevant to an Israeli licence |
|---|---|
| Avis Tirana International Airport | Valid licence required. If details on a non-Roman-alphabet licence such as Hebrew cannot be confirmed with certainty, Avis asks for an international driving licence or a notarized official English translation. Licence held at least two years. |
| Sixt Albania | Full valid licence held at least two years plus ID or passport. Sixt says a licence printed in a non-Roman alphabet must be accompanied by a valid IDP. Confirm how the pickup station treats a bilingual Hebrew-English Israeli licence. |
| Europcar Tirana | Normal licence plus ID or passport and payment card. Europcar says an IDP is mandatory where the licence language differs from the renting country or its characters cannot be read there. |
Road Code Article 178 requires the driver to carry the vehicle registration, a valid licence for the relevant vehicle category, technical-inspection evidence and the compulsory insurance certificate, with extra transport or professional documents where applicable. DPSHTRR separately states that compulsory motor third-party liability insurance is mandatory and proof must be carried. No special insurance rule was identified solely because the driver has an Israeli licence.
Document conformity matters. If a foreign licence or IDP does not conform to models established by international agreements to which Albania is a party, Article 133 requires an official Albanian translation or equivalent document. The Israeli licence is bilingual Hebrew and English, but rental companies may still apply their own script rules. The residence threshold and special professional-vehicle qualifications are separate exceptions.
Obtain the Israeli-issued Vienna Annex 7 IDP before departure and carry it together with the valid permanent plastic Israeli driving licence. Check the chosen rental counter terms before pickup, especially if it applies a non-Roman-script rule. If you become resident in Albania, ask DPSHTRR to confirm the current conversion route rather than assuming that the visitor rule or an exchange entitlement continues.
