Hungary ehliyeti ile Albania ülkesinde araç kullanma rehberi.
A valid Hungary driving licence can be used in Albania without a separate International Driving Permit (IDP) requirement while the holder has not been resident in Albania for more than one year. Albania accepts foreign national licences for the vehicle categories they cover. Translation depends on document format, and rental-company requirements can be stricter than the legal driving rule.
For a standard short visit, the core document is the original valid Hungary licence. An IDP is optional under the checked Albanian foreign-licence rule, while translation is conditional on whether the document conforms to applicable international models. The residence threshold and the rental company policy are the two main practical limits to check.
Article 133 of the Albanian Road Code allows a driver holding a foreign national driving licence or an international driving licence to drive vehicles for which that document is valid, provided the driver has not been resident in Albania for more than one year. This is the legal basis for using a valid Hungary licence in Albania. The rule applies to the vehicle categories covered by the licence rather than granting extra categories.
Hungary is an EU Member State. Article 134 and the current DPSHTRR conversion procedure therefore place a valid Hungary licence within the EU-licence conversion route for a holder who establishes Albanian residence and meets the stated application conditions.
Article 133 does not make an IDP a separate prerequisite when the driver has an accepted valid foreign national licence. The checked official sources did not provide a Hungary-specific government recommendation to carry an IDP, so that recommendation status should not be converted into a legal requirement.
If a Hungary licence holder chooses or needs an IDP for practical reasons, the relevant Hungarian permit for Albania is the 1968 Vienna Convention model. Both Hungary and Albania are parties to the 1968 Convention. Hungarian Government Decree 326/2011 also states that an IDP is valid only together with the national driving licence.
The Albanian Road Code does not express the foreign-licence rule as a fixed number of visitor days. It allows foreign-licence use while the holder has not been resident in Albania for more than one year, so a fixed value is not stored in max_visitor_days.
After more than one year of Albanian residence, continued driving on the foreign licence is no longer accepted under the Road Code. A valid EU licence holder can apply to DPSHTRR for conversion to the corresponding Albanian category, subject to the current residence-permit, identity, medical, translation and licence-document requirements.
Rental-company document rules are contractual and can be stricter than Albanian licence law. The three checked companies do not publish identical requirements.
| Company | Checked requirement | Source checked |
|---|---|---|
| SIXT | Tirana guidance says an IDP is needed when the licence uses a non-Roman alphabet. | SIXT Tirana rental guidance |
| Europcar | Tirana guidance says an IDP can be mandatory when the licence language differs from the rental country or its characters are unreadable. | Europcar Tirana rental guidance |
| Enterprise | Tirana City requires a valid driving licence, identity document and major payment card. No explicit IDP condition was located in the checked branch requirements. | Enterprise Tirana City renter requirements |
Carry the original valid national licence. If an IDP is used, carry it together with the national licence because Hungarian law does not make the IDP a stand-alone driving document. Article 133 also requires the relevant professional competence document where the issuing state requires one for the vehicle or professional driving activity.
For a foreign-registered vehicle, verify that third-party motor liability cover is valid in Albania. The Albanian Financial Supervisory Authority border-insurance wording covers third-party liability in Albania where a border policy is used and directs users to verify the policy in the authority electronic registry. This insurance issue is separate from rental-company licence-document rules.
Translation is conditional rather than automatic. Article 133 requires an official Albanian translation or equivalent when the foreign licence or IDP does not conform to the models established by applicable international agreements. Hungary-only national categories should not be assumed to transfer internationally, and Hungarian law does not validate national-only categories on an IDP. Professional categories can also trigger a separate competence-document requirement.
For a short visit, take the original valid Hungary licence and check the exact rental booking terms. A 1968 Vienna Convention IDP is not a separate legal prerequisite under the checked Albanian rule, but it can be useful where a rental company asks for it or where document-format issues could arise. If you establish residence, use the DPSHTRR conversion route rather than relying on the foreign licence beyond the residence threshold.
