Cyprus ehliyeti ile Angola ülkesinde araç kullanma rehberi.
A Cyprus driving licence may be usable in Angola, but the exact Cyprus-specific recognition route could not be fully verified. Angolan rules allow qualifying foreign licences under bilateral or general recognition provisions, and an IDP is not generally mandatory when the national licence itself qualifies. For non-bilateral states, a 30-day rule can apply, subject to conditions, with a possible justified extension.
The safest reading is that a Cyprus licence holder should not assume automatic recognition. Angola has rules for foreign licences, international driving licences and special driving authorisations, but the checked sources did not confirm a Cyprus-Angola bilateral licence agreement or a Cyprus-specific IDP convention route.
Presidential Decree 203/16 says foreign licences from SADC states and states with bilateral agreements are recognised for the categories shown on the licence, subject to validity, the holder meeting Angola's minimum age and any licence restrictions. For licences from states without a bilateral equivalence and exchange agreement, the regulation provides validity for no more than 30 days where the licence was obtained through an examination at least as demanding as Angola's and the holder meets the same validity and age conditions.
Cyprus requires a successful driving examination for a normal licence. That confirms an examination exists, but the checked sources do not establish that Angola has formally accepted the Cypriot examination as at least equivalent to its own. The existence or absence of a Cyprus-Angola bilateral driving-licence agreement was also not established by an authoritative pair-specific source.
Angola's road code lists international driving licences among the titles that may authorise non-residents to drive. This does not by itself establish that a Cyprus-issued convention IDP is the correct document for Angola. Cyprus' Road Transport Department says its international driving licence is valid for one year and can be used in non-European countries that are signatories to the Geneva road-traffic convention. The United Nations treaty record lists Cyprus as a party to the 1949 Geneva Convention, but Angola is not listed as a party.
No authoritative source checked established that a 1949 Geneva or 1968 Vienna IDP model specifically applies to Cyprus licence holders in Angola. The exact IDP model could not be verified from the checked sources. An IDP should not be treated as a substitute for the original Cyprus licence.
If Cyprus is treated as a state without a bilateral equivalence and exchange agreement, the Angolan regulation provides up to 30 days under the examination-equivalence, validity and age conditions, with a possible justified extension for another 30 days. Because Cyprus' bilateral status was not verified, no fixed Cyprus-specific visitor maximum is stored for this page.
For a non-domiciled foreigner whose licence comes from a country without mutual recognition, the Direcção Nacional de Viação e Trânsito may issue a special driving authorisation for up to one year, never longer than the foreign licence remains valid. A resident whose valid foreign licence authorises driving in Angola may apply to exchange it for an Angolan licence. The regulation lists supporting documents including identification, proof of residence status, a validity declaration from the issuing authority or embassy and an Angolan medical certificate.
Rental-company rules are separate from Angolan law and can be stricter.
| Company | Requirement checked | Source checked |
|---|---|---|
| Avis Angola | Requires a valid licence from the driver's country of residence. An IDP is required when the licence uses a non-Roman alphabet. | Avis Luanda location terms checked 2026-10-04 |
| Europcar Angola | Requires the national licence. Its Luanda page says an international driving licence is mandatory when the licence is in a language different from the rental country and/or its characters cannot be read there. | Europcar Luanda International Airport terms checked 2026-10-04 |
These policies do not prove that a particular convention IDP is legally valid in Angola. A Cyprus licence holder should confirm the accepted document set directly with the chosen Angola rental location before collection.
Article 84 of Angola's Código de Estrada requires a driver on a public road to carry an identity card or passport, a driving licence or driving permit and a certificate of insurance. For a motor vehicle, the driver must also carry the ownership or equivalent document, the vehicle booklet or substitute document and the periodic inspection record when legally required.
The verified insurance point is the obligation to carry the insurance certificate. No Cyprus-specific insurance condition was verified. Avis Angola states that public-liability insurance follows Angolan insurance law and publishes optional additional cover, but that is a rental contract matter rather than a driving-licence recognition rule.
Before driving, ask Angola's road-traffic authority to confirm which recognition route applies to a Cyprus licence and whether a special driving authorisation is needed. Carry the original Cyprus licence, passport, insurance certificate and required vehicle documents. Do not rely on an IDP alone. If renting, obtain the location's written document requirements in advance because Avis and Europcar publish different language and IDP conditions.
