Guide to driving in Albania with a Wyoming licence.
A holder of a valid Wyoming driving licence can drive in Albania, but current U.S. Department of State guidance specifically says U.S. drivers must carry both their valid U.S. driver's license and an International Driving Permit (IDP) to legally drive or rent a car there. The relevant U.S.-issued permit is the 1949 Geneva Convention IDP. Albania's foreign-licence rule applies only while the driver has not been resident in Albania for more than one year.
For a Wyoming driver visiting Albania, carry the original valid Wyoming licence together with a 1949 IDP obtained before departure. The IDP supplements rather than replaces the state licence. The U.S. Department of State also advises carrying a passport and the vehicle's registration or insurance documentation.
Article 133 of the Albanian Road Code allows a person holding a foreign national driving licence or foreign international driving permit to drive vehicles for which that document is valid, provided the person has not been resident in Albania for more than one year. For this origin, U.S. Department of State guidance is more specific and states that a valid U.S. driver's license and an IDP are both required to legally drive in Albania. A Wyoming licence is a U.S. state licence, so this U.S.-specific guidance applies to the traveller.
Article 133 also says that when a foreign licence or international permit does not conform to models established by international agreements in which Albania participates, it must be accompanied by an official Albanian translation or equivalent document. Because U.S. guidance instructs Wyoming and other U.S. drivers to carry the IDP as well as the national licence, travellers should use that documented route rather than relying on the Wyoming card alone.
The U.S. Department of State states that both documents are required for U.S. drivers in Albania and instructs travellers to obtain the IDP in the United States before travel. AAA is authorized by the U.S. Department of State to distribute IDPs and explains that the permit supplements a valid U.S. licence rather than replacing it. AAA identifies its standard IDP with the 1949 Geneva Convention on Road Traffic and lists Albania among the jurisdictions honoring that permit.
The Albanian Road Code does not express the foreign-licence rule as a fixed tourist stay measured from entry. Article 133 instead permits use while the driver has not been resident in Albania for more than one year, so max_visitor_days is not represented as a fixed number. DPSHTRR currently states that holders of valid U.S. licences with an Albanian residence permit lasting more than one year may apply for conversion to an Albanian licence, subject to its published documentation and verification procedure.
The U.S. Department of State says a U.S. driver needs the valid U.S. licence and IDP to legally rent as well as drive a car in Albania. Rental companies can impose additional contractual conditions. Enterprise at Tirana Mother Teresa Airport currently requires every driver to present a valid driving licence held for at least three years, while the primary renter must also provide identification and a major credit card. Its published renter requirements checked did not separately state an IDP condition.
U.S. government guidance says drivers should carry their U.S. passport, driver's license, IDP, and vehicle registration or insurance documents while driving in Albania. For insurance, confirm that the vehicle has coverage applicable in Albania. Enterprise Tirana states that third-party Supplemental Liability Protection is required by law and included in its rates, but that company-specific coverage statement should not be assumed to describe every rental contract or private vehicle.
Recognition is limited to the vehicle categories for which the foreign licence or international permit is valid. Article 133 also requires the appropriate professional-competence evidence where the issuing state requires additional professional certification for particular vehicle classes. The visitor rule should not be relied upon after more than one year of Albanian residence.
Obtain the 1949 IDP in the United States before departure and keep it with the original valid Wyoming licence. Carry your passport and the applicable vehicle registration or insurance documents as well. Before renting, check the chosen company's minimum licence-holding period and other contractual requirements. Residents should use current DPSHTRR conversion guidance rather than assuming the visitor rule continues indefinitely.
