Guide to driving in Albania with a Michigan licence.
A Michigan licence holder can drive in Albania with a valid Michigan licence and the applicable International Driving Permit (IDP). Current U.S. Department of State guidance says both documents are required for U.S. drivers. The applicable U.S.-issued permit is the 1949 Geneva Convention IDP. Albanian law ties foreign-licence use to residence: it is not valid after the driver has been resident in Albania for more than one year.
Carry the original Michigan licence, a 1949 IDP, passport, and the vehicle registration or insurance documents. A separate Albanian translation is not needed when the required conforming IDP is carried. The IDP does not replace the Michigan licence and does not add vehicle classes.
Albania Road Code Article 133 allows a driver holding a foreign national or international driving permit to drive vehicles covered by that permit while the person has not been resident in Albania for more than one year. If a foreign permit does not match a model in an international agreement to which Albania is party, Article 133 requires an official Albanian translation or an equivalent document. For this U.S. origin, current U.S. Department of State guidance specifically requires the national licence plus an IDP.
For a Michigan licence holder, treat the IDP as required, not merely optional. The U.S. Department of State states that both a valid U.S. driving licence and an IDP are required to legally drive or rent a car in Albania. The United States and Albania are parties to the 1949 Geneva Convention on Road Traffic, and AAA lists Albania among the places honoring the 1949 convention IDP. Michigan Secretary of State directs residents seeking an IDP to AAA or AATA.
The Albanian rule is residence-based rather than a fixed tourist-day allowance. Article 133 permits use of the foreign permit while the driver has not been resident in Albania for more than one year. DPSHTRR currently accepts conversion applications from holders of valid U.S. licences who have an Albanian residence permit with a term over one year. Its current procedure requires U.S. applicants to provide issuer confirmation bearing an apostille, notarization, and certified translation, in addition to the other listed conversion documents.

Rental-company terms can be narrower or add holding-period, age, payment, and vehicle-group conditions. Because the country guidance for U.S. drivers requires the IDP, bring both the Michigan licence and 1949 IDP even if a rental page does not restate that requirement.
U.S. Department of State Albania guidance says to carry a U.S. passport, valid driving licence, IDP, and vehicle registration or insurance documents. U.S. auto insurance may not cover driving abroad or may not satisfy local requirements, so verify coverage before driving. No Michigan-specific Albanian insurance coverage term was identified in the sources checked.
The IDP covers only vehicle categories already authorized by the domestic licence. For special vehicles, Albanian Road Code Article 133 requires any professional-competence certificate or other qualification required by the issuing state in addition to the driving permit. Residence is the other material exception: after the one-year residence threshold, the foreign permit is no longer valid for continued driving in Albania.
Obtain the 1949 IDP in the United States before travel through AAA or AATA, then carry it with the original Michigan licence and passport. Keep the rental agreement, registration, and insurance documents in the vehicle. If you will reside in Albania, start the DPSHTRR conversion process rather than relying on the Michigan licence beyond the one-year residence threshold.
