Guide to driving in Albania with a Massachusetts licence.
A valid Massachusetts licence can be used to drive in Albania, but U.S. Department of State guidance says a U.S. driver must also carry an International Driving Permit (IDP). For a Massachusetts holder, the relevant U.S.-issued permit is the 1949 Geneva Convention IDP, carried with the original licence. Albania's Road Code limits foreign-licence driving once the driver has been resident in Albania for more than one year.
The practical answer is yes, with conditions. Keep the Massachusetts licence valid, obtain the 1949 Geneva IDP before travel, carry both documents together, and do not rely on the foreign licence after more than one year of Albanian residence. A separate Albanian translation is not normally needed when a conforming IDP is carried.
Massachusetts is a state-level licensing jurisdiction within the United States, so the international relationship is between the United States and Albania rather than between Massachusetts and Albania as separate treaty parties. Article 133 of the Albanian Road Code allows a driver holding a valid foreign licence or international permit to drive vehicles for which that document is valid, provided the driver has not been resident in Albania for more than one year.
For a typical Massachusetts Class D holder, the relevant entitlement is an ordinary passenger vehicle, van or small truck. Albania does not turn that into a motorcycle or commercial entitlement. The foreign document must cover the type of vehicle actually being driven.
The U.S. Department of State's current Albania guidance states that a valid U.S. driver's license and an IDP are both required to legally drive or rent a car in Albania. This is stronger than a recommendation. U.S.-authorized IDPs are issued under the 1949 Geneva Convention standard, and the United Nations Treaty Collection lists both Albania and the United States as parties to that Convention.
A 1949 Geneva IDP does not replace the Massachusetts licence. AAA states that the IDP is a supplement to the valid U.S. licence and is valid for one year from its effective date, subject to the underlying state licence remaining valid. U.S. Department of State guidance identifies AAA and AATA as authorized U.S. issuers.
Article 133 of the Albanian Road Code separately says that where a foreign licence or international permit does not conform to the models established by international agreements in which Albania participates, it must be accompanied by an official Albanian translation or an equivalent document. Carrying the conforming U.S.-issued IDP avoids relying on an unsourced assumption that a Massachusetts card by itself matches the Albanian-recognized model.
The Albanian rule is tied to residence rather than a fixed tourist-stay number. Article 133 allows foreign-licence driving only while the driver has not been resident in Albania for more than one year, so max_visitor_days is not represented as a fixed integer here.
DPSHTRR currently publishes a conversion route for holders of valid licences issued by the United States who have an Albanian residence permit with a term longer than one year. The published procedure includes identity and residence documents, a medical certificate, the valid foreign licence, and a certified translation of the foreign licence for the conversion file.
Rental-company rules are contractual and can be stricter or simply different from the legal driving rule. The companies checked do not publish identical conditions for every foreign licence, so their terms should not be generalized to the whole Albanian rental market.
| Company | Published requirement checked | Source checked |
|---|---|---|
| SIXT Albania | Full valid licence held at least two years plus ID or passport. Non-Roman-alphabet licences must be accompanied by a valid IDP. | SIXT Albania Rental Information, checked 30 September 2026 |
| Enterprise Albania | Valid home-country driving licence and valid passport. Enterprise states that an IDP may also be required depending on the rental location. | Enterprise Albania car-rental guidance, checked 30 September 2026 |
For a Massachusetts licence, a rental desk may accept the Roman-script card under its own company policy, but that does not cancel the U.S. Department of State guidance that a U.S. driver needs an IDP to legally drive or rent in Albania.
U.S. Department of State guidance says to carry the passport, valid U.S. driver's license, IDP, and vehicle registration or insurance documents while driving. The IDP should therefore be carried together with the original Massachusetts licence rather than treated as a standalone licence.
For insurance, the State Department warns generally that U.S. auto insurance may not cover driving abroad and advises checking coverage before travel. This research did not establish Albania's statutory minimum insurance limits from an Albanian insurance regulator, so the page does not infer them.
The main exception is residence: after more than one year of Albanian residence, the foreign-licence route no longer supports continued driving. Category limits also continue to matter. A Massachusetts Class D licence does not authorize motorcycles or commercial classes, and Albania's Road Code says that where a special vehicle requires a professional-competence certificate or similar proof in the issuing state, the corresponding proof must also be held.
Document format is another exception. If the foreign licence or international permit does not match a model recognized through Albania's international agreements, Article 133 requires an official Albanian translation or equivalent unless a special international agreement provides otherwise.
Obtain a 1949 Geneva Convention IDP before leaving the United States and carry it with the original valid Massachusetts licence and passport. For a standard Class D trip in a rental passenger car, check the chosen company's minimum age, licence-holding period, payment and deposit rules before pickup. If you expect to establish residence in Albania, review the DPSHTRR conversion process early rather than waiting until the one-year residence limit has passed.
