Guide to driving in Andorra with a Iowa licence.
An Iowa licence holder can drive in Andorra with a valid 1949 Geneva Convention International Driving Permit (IDP) carried together with the original Iowa licence. U.S. Department of State guidance for Andorra says travellers who plan to drive must obtain an IDP before arrival. No separate visitor translation requirement was identified for this recognised IDP route. No fixed visitor-day limit was verified.
The practical document set is the original Iowa licence plus a 1949 Geneva IDP. The IDP does not replace the state licence and is valid only while carried with it. The permit covers only the vehicle categories authorised by the underlying licence.
Andorran law recognises national foreign licences only when they conform to the specified Geneva or Vienna convention models, and it separately recognises 1949 Geneva and 1968 Vienna international permits when they are accompanied by the national licence. For a U.S.-issued licence, the verified route is the 1949 Geneva IDP together with the Iowa licence.
The applicable U.S. document is the 1949 Geneva Convention IDP. The U.S. Department of State identifies AAA and AATA as the authorised U.S. distributors of IDPs that meet the 1949 Convention standard. Its Andorra guidance says an IDP must be obtained before arrival if you plan to drive. The IDP is valid for one year and must be accompanied by the original U.S. licence.
No fixed maximum number of visitor days was found in the checked Andorran sources, so the database does not assign a visitor-day cap. Residence changes the position. The 2025 regulation generally limits validity of the relevant foreign permits to six months after habitual or temporary residence begins, subject to licence validity and Andorran age and experience requirements. The regulation also requires a resident to exchange the foreign permit within one year of obtaining habitual residence.
Rental policy is separate from Andorran law. The Europcar Andorra page requires the normal licence and says an international driving licence is mandatory when the normal licence is in a different language from the renting country or uses characters that cannot be read there. It also asks for an identification document and a valid credit card. No destination-specific policy from enough companies was verified to generalise across the rental market.
The Road Code of Andorra requires a driver to carry a valid driving permit, the vehicle registration certificate, proof that vehicle insurance is current, and the technical-inspection certificate when applicable, and to show them to traffic authorities on request. For this pair, carry both the Iowa licence and the IDP. U.S. travel guidance also states that liability insurance is required.
The six-month residence rule is the main exception to the visitor position. For exchange after habitual residence, the Andorran regulation distinguishes EU and EFTA licences from other foreign licences and provides testing and reciprocity rules for the latter. Do not assume the visitor document set remains sufficient after becoming resident.
Obtain the 1949 Geneva IDP before travel and carry it with the physical Iowa licence. Keep the vehicle registration or rental documents and proof of current insurance with you. If you plan to establish residence in Andorra, begin the exchange process early rather than relying on visitor rules.
