Guide to driving in Angola with a Indiana licence.
A valid Indiana licence can be used in Angola only under conditions. Angola gives qualifying foreign licences from countries without a bilateral exchange agreement an initial validity of up to 30 days, with a possible equal extension for justified reasons. The Angolan rule does not expressly make an IDP a condition of that 30-day validity, but current U.S. State Department guidance says an international driving permit or Angolan licence is needed and a U.S. licence may be used for up to one month. Carry the 1949 IDP with the original Indiana licence.
The practical position is conditional driving for an initial 30 days, subject to licence validity, minimum age, and the Angolan examination-equivalence condition. Because official U.S. guidance uses stricter IDP wording, carry a 1949 IDP rather than relying on the Indiana licence alone.
Article 103 of Decreto Presidencial n.º 203/16 gives foreign driving titles from states without a bilateral equivalence and exchange agreement validity for no more than 30 days when the title is valid, the holder meets the Angolan minimum age, and the title was obtained through an examination of at least the rigor required by Angolan law. The period may be extended once for another equal period for justified reasons.
Indiana BMV materials confirm that Indiana licensing uses knowledge and driving-skills testing. However, no Angolan authority determination was verified that formally treats Indiana testing as equivalent for Article 103. No U.S.-Angola bilateral licence-recognition agreement was verified.
Angola's Código de Estrada recognizes international driving licences and separately recognizes certain foreign licences. The 2016 regulation does not expressly say an IDP must accompany a qualifying foreign licence during the initial 30 days. Current U.S. State Department guidance says an international driving permit or Angolan driver licence is needed and that a U.S. licence may be used for up to one month. For this pair, treat the legal position as dependent on the applicable route and official interpretation and carry an IDP.
The model to obtain is the 1949 Geneva Convention IDP. AAA lists Angola as honoring 1949 IDPs, and UK government Angola guidance also identifies the 1949 version.
The initial foreign-licence period is up to 30 days. A justified extension for another 30 days may be available. Article 102 also allows the Direcção Nacional de Viação e Trânsito to grant a special driving authorization to a non-domiciled foreigner from a country without mutual recognition for up to one year, never beyond the foreign licence validity.
For residents, Article 104 allows holders of valid foreign titles that authorize driving in Angola to apply to exchange them for an Angolan licence, subject to its documentary requirements. No Indiana-specific automatic exchange entitlement was verified.
Rental policy is separate from driving law. Europcar Angola requires the national licence, identification such as a passport, and a valid credit card. It also requires an international driving licence when the national licence is in a language different from that of the renting country. That policy makes an IDP necessary for an English-language Indiana licence in Angola. Other companies may differ.
Article 84 of the Código de Estrada requires the driver to carry an identity card or passport, a driving licence or permit, and an insurance certificate. Applicable ownership, vehicle booklet or substitute, and inspection documents must also be carried for a motor vehicle.
Angola requires motor third-party liability insurance for vehicles circulating there, subject to statutory exemptions. Confirm rental-vehicle insurance rather than assuming a U.S. policy satisfies Angolan requirements.
Carry the original Indiana licence together with a 1949 International Driving Permit, your passport, insurance certificate, and applicable vehicle documents. If you expect to drive beyond the first 30 days, contact the Direcção Nacional de Viação e Trânsito before the period ends about an extension or special authorization. If you become resident, ask about exchange under Article 104.
