Guide to driving in Andorra with a Tunisia licence.
Tunisia and Andorra are both parties to the 1968 Vienna Convention on Road Traffic. A valid Tunisian domestic permit that conforms to Convention Annex 6 is recognised in Andorra for the vehicle categories it covers. An International Driving Permit (IDP) conforming to Annex 7 is also recognised when presented with the corresponding national licence. There is no verified fixed visitor-day limit in the checked Convention because recognition instead ends when Andorra becomes the holder's normal place of residence.
The key issue is the format of the Tunisian national licence. If it conforms to Annex 6, the Convention provides for direct recognition and does not make an IDP an additional requirement. If relying on an IDP, the applicable Convention form is the Annex 7 model and it must be presented with the corresponding domestic licence.
Tunisia acceded to the Vienna Convention on Road Traffic on 5 January 2004. Andorra acceded on 25 September 2024, with the Convention entering into force for Andorra on 25 September 2025. Article 41 requires Contracting Parties to recognise qualifying domestic permits issued by another Contracting Party while they remain valid and for the categories covered by the permit.
This does not mean every document described as a Tunisian driving licence is automatically sufficient regardless of format, validity or category. The direct Convention route concerns a domestic permit conforming to Annex 6.
Article 41 separately recognises an international permit conforming to Annex 7 when it is presented with the corresponding domestic driving permit. Therefore, an IDP is not an additional Convention requirement where the Tunisian domestic permit itself satisfies the Annex 6 recognition route. Where the traveller needs to rely on an IDP, the relevant model is the 1968 Vienna Convention Annex 7 IDP.
No Andorran official recommendation specifically telling Tunisian visitors to obtain an IDP despite holding a qualifying Annex 6 licence was verified. That recommendation category is therefore unverified – confirm with official authority.
The Convention does not provide a fixed visitor period in days for this pair. Article 41 states that permits issued by one Contracting Party are recognised in another Contracting Party until the latter territory becomes the holder's normal place of residence. For that reason, max_visitor_days is not expressed as a fixed number.
Andorra publishes an administrative procedure for homologating foreign driving permits. Its documentation distinguishes permits from Iceland, Norway, Switzerland, the EU and European microstates from permits originating elsewhere. A Tunisian permit falls into the latter group for that administrative procedure, which requests supporting documentation concerning authenticity and category equivalence. The exact resident deadline applicable to a Tunisian licence was not established from the checked material.
No named rental company's current Andorra terms were verified for this pair. Rental eligibility should therefore be checked separately from legal recognition. A company may impose its own age, licence-history, payment or documentation rules and may request an IDP even where a qualifying national permit is recognised under the Convention.
The Convention establishes which forms of driving permit Contracting Parties recognise, but the research did not establish a specific Andorran roadside-document rule for Tunisian visitors beyond the licensing framework. No pair-specific insurance rule was verified that makes coverage depend specifically on possession of an IDP.
Recognition is limited to categories covered by the valid permit and does not apply to learner-driver permits. The Convention permits a Contracting Party to refuse recognition to drivers under 18 and, for categories C, D, CE and DE, to drivers under 21. Conditions recorded on a permit relating to disability adaptations must also be observed.
Check that the Tunisian licence is current and conforms to Annex 6 before relying on it alone. If its conformity is uncertain, a valid 1968 Convention Annex 7 IDP carried with the original Tunisian licence provides the alternative recognition route expressly described by Article 41. Confirm any additional requirements directly with the rental company before collecting a vehicle.
