Guide to driving in Andorra with a Balearic Islands licence.
Yes. A licence obtained in the Balearic Islands is a Spanish driving licence, and Andorra recognises licences issued by EU member states. An International Driving Permit (IDP) is not legally required for this Spain-to-Andorra pair, although DGT recommends carrying one when driving outside the EU and EEA. No separate translation is required. The current licence regulation checked does not state a separate fixed visitor-day limit for non-residents.
A non-resident visitor with a valid Spanish licence can drive in Andorra for the categories authorised by that licence. The legal entitlement comes from Andorran recognition of EU licences and is reinforced by the bilateral Spain-Andorra agreement. The IDP is optional for legal driving but officially recommended by DGT as a precaution.
The Balearic Islands are an autonomous community of Spain rather than a separate driving-licence jurisdiction. The relevant document is therefore a Spanish licence. Article 14 of the current Andorran driving-permit regulation expressly recognises licences issued by EU member states. The bilateral agreement between Spain and Andorra also states that the two countries reciprocally recognise valid national driving licences and permits temporary driving for the vehicle categories authorised by the licence.
The licence must remain valid. For category scope, use the categories actually authorised for international use by the Spanish licence rather than assuming that every domestic Spanish equivalence applies abroad.
An IDP is not legally required with a valid Spanish licence in Andorra. DGT specifically lists Andorra among the countries with which Spain has an agreement allowing a Spanish licence to be used without obtaining an international permit. DGT nevertheless advises drivers travelling outside the EU and EEA to consider carrying an IDP because international arrangements can change.
No IDP convention model is required for the legal entitlement in this pair. If the traveller obtains the optional Spanish IDP from DGT, the Spanish permit uses the 1949 Geneva Convention model and must be used together with the underlying Spanish licence.
For a non-resident visitor, the current Andorran regulation checked recognises an EU-issued licence without stating a separate fixed maximum number of visitor days in the driving-licence provision. Immigration or permitted-stay rules are separate from driving-licence recognition, so no fixed visitor-day value is stored for this page.
After a person acquires habitual residence in Andorra, the current regulation normally keeps an eligible foreign licence valid for driving for a maximum of six months. A Spanish EU licence can be exchanged for an Andorran equivalent without theory or practical examinations, and the regulation says the exchange must be made before one year has elapsed from obtaining habitual residence. A transitional rule preserves a 12-month validity period for people who were already resident before 3 January 2025.
Rental-company rules are separate from Andorran law. Europcar publishes an Andorra La Vella location page requiring the normal valid driving licence, identification such as a passport or identity card and a valid payment card. Its policy also requires an IDP when its licence-language or character rule applies. A Spanish licence holder should confirm directly with the station whether that condition affects the specific licence being presented.

The Andorran Circulation Code requires the driver to carry the valid driving licence, the vehicle registration certificate, proof that the vehicle insurance is current and the technical inspection certificate when applicable. These must be produced to traffic enforcement agents when requested.
Foreign vehicles must be covered by insurance providing at least the liabilities required for vehicles in Andorra. The sources checked do not establish any rule under which the absence of an optional IDP by a valid Spanish licence holder automatically invalidates vehicle insurance.
One Spain-specific category issue is important for motorcycle use. Spanish law allows a category B licence held for more than three years to authorise certain A1 motorcycles only within Spanish national territory. That domestic entitlement should not be treated as authority to ride an A1 motorcycle in Andorra unless the relevant motorcycle category is independently shown and valid on the licence.
For resident exchange, the Andorran regulation also states that only categories explicitly indicated on the foreign licence are homologated. Categories granted solely through years of experience in another category are not added during the exchange.
For an ordinary visit, use the valid Spanish licence and carry the vehicle registration, insurance evidence and technical inspection document when applicable. An IDP is optional under the legal recognition rules, although DGT recommends carrying one. Check any rental-company documentation rules separately. If moving to Andorra, start the exchange process early because the foreign licence normally stops being valid for driving six months after habitual residence begins.
