Guide to driving in Albania with a Qatar licence.
Yes. A valid Qatar driving licence can be used in Albania for the vehicle categories it covers while the holder has not been resident in Albania for more than one year. Albanian law does not make an International Driving Permit (IDP) the only lawful route. However, Qatar Embassy in Tirana tells visitors to carry a Qatar-issued international driving licence, and rental companies may impose their own IDP or translation rules. The verified common treaty model is the 1968 Vienna Convention IDP.
The controlling Albanian rule is Article 133 of the Road Code. It recognises foreign national or international driving licences subject to the residence, document-model and category conditions explained below. Qatar is also listed by DPSHTRR among countries with a bilateral agreement on mutual recognition and conversion.
Article 133 says a driver with a foreign national driving licence or foreign international driving licence may drive in Albania the vehicles for which that document is valid, provided the driver has not been resident in Albania for more than one year. This gives a valid Qatar national licence a legal route to use in Albania and does not state that every foreign driver must replace the national licence with an IDP.
Where a foreign national licence or IDP does not conform to models set by international agreements in which Albania participates, Article 133 requires an official translation into Albanian or an equivalent document. Qatar is a party to the 1968 Vienna Convention and DPSHTRR also lists Qatar under a bilateral recognition and conversion agreement.
The United Nations Treaty Collection records Albania as a 1968 Vienna Convention party from 29 June 2000 and Qatar from 6 March 2013. Qatar is not listed as a party to the 1949 Geneva Road Traffic Convention. The 1968 Convention is therefore the verified common treaty framework for this pair.
Under Albanian law an IDP is not a universal legal requirement where the national licence is otherwise recognised. The Qatar Embassy in Tirana nevertheless tells visitors that they must have an international driving licence issued in Qatar. Because the destination Road Code directly governs driving in Albania, this page treats the Embassy statement as official travel guidance rather than as proof that Albanian law universally requires an IDP. A traveller following that guidance should confirm that the issued permit is the 1968 Convention model and carry it with the national licence.
The Road Code does not set a fixed visitor period measured in days for this rule. Instead, Article 133 allows foreign-licence driving while the holder has not been resident in Albania for more than one year, so max_visitor_days is not stored as a fixed number.
For residents, DPSHTRR currently accepts conversion applications from holders of valid licences from countries covered by bilateral or reciprocity arrangements, and its current list specifically includes Qatar. The application page requires a residence permit with a term over one year and sets out the conversion documents and verification process.
Rental policy can be stricter than the legal minimum. The checked companies apply different document tests, so a Qatar licence holder should verify the pickup location terms before booking.
| Company | Published Albania requirement checked |
|---|---|
| SIXT | A full valid licence is required. For non-Roman alphabet licences, a valid IDP must accompany the licence. |
| Avis | A valid licence is required. If licence details cannot be confirmed, including where a non-Roman alphabet is used, Avis may require an international driving licence or an official English translation by a notary. |
| Europcar | The normal licence is required. Europcar states that an international driving licence is mandatory if the licence language differs from the renting country or if the characters cannot be read there. |
Carry the original valid Qatar driving licence. If an IDP is used, carry it together with the national licence. If Article 133 requires a translation because the document is outside the recognised models, carry the official Albanian translation or equivalent document. For vehicle categories that require a professional competence certificate or similar qualification in the issuing state, Article 133 requires the corresponding competence document.
For Qatar-specific insurance conditions tied to licence recognition, unverified – confirm with official authority. Rental and vehicle insurance requirements remain separate from driving-licence recognition.
The licence only covers the vehicle categories shown as valid on it. The Road Code also allows category-specific professional competence requirements. The foreign-licence visitor rule is not an indefinite resident rule and stops applying after more than one year of residence. Rental companies can demand an IDP or translation even where Albanian road law itself provides another valid documentation route.
Carry the original Qatar licence and, to follow the current Qatar Embassy guidance and reduce rental-document disputes, obtain a Qatar-issued 1968 Convention IDP before travel and carry both together. The FIA repository identifies Qatar Automobile and Touring Club as the issuing body. Confirm the exact rental policy for the pickup location, especially where the licence contains Arabic or other non-Roman script.
