Guide to driving in Armenia with a Oman licence.
A valid Oman driving licence can be recognised in Armenia under the 1968 Vienna Convention on Road Traffic, provided it meets the Convention requirements and covers the vehicle being driven. An International Driving Permit (IDP) is not automatically required when the national licence conforms to Annex 6. No Oman-specific official IDP recommendation was verified. Recognition for visitors is linked to normal residence rather than a verified fixed number of days.
Oman and Armenia are both parties to the 1968 Vienna Convention. That provides a treaty basis for recognising qualifying national driving licences, without requiring every visitor to obtain an IDP. The important distinction is between recognition of a compliant licence and acceptance of every possible licence format issued in Oman.
A valid national licence conforming to Annex 6 is recognised under the Convention. If the document does not satisfy the relevant conditions, its acceptance and any additional documentation must be checked before driving.
Armenia acceded to the Vienna Convention on 8 February 2005. Oman acceded on 9 June 2020. The United Nations Treaty Collection records both accessions, establishing the common treaty framework for this journey.
Article 41 requires contracting parties to recognise qualifying domestic driving permits issued by another contracting party. Recognition is limited to the vehicle categories covered by the permit and is conditional on its continued validity. Armenia also applies its own minimum-age requirements.
This is not a blanket exemption for every document described as an Oman driving licence. The particular licence must satisfy the relevant Convention conditions. Compliance of every Oman licence design and issue date with Annex 6 was not independently verified.
Article 41 recognises a valid national driving permit conforming to Annex 6 independently of an IDP. Consequently, an Oman licence holder with a compliant national permit is not automatically required by that provision to carry an IDP.
Where national-licence compliance is uncertain, the precise additional documentation needed is unverified – confirm with official authority. The Convention does not establish that every nonconforming document can be made acceptable simply by adding an IDP.
The relevant treaty is the 1968 Vienna Convention on Road Traffic. Its Annex 7 establishes the corresponding international driving permit format. Under Article 41, a recognised IDP must be presented together with the corresponding domestic driving permit.
The Oman Automobile Association publishes information about its international driving licence issuing service. Its published information does not, by itself, establish that Armenia requires an IDP from every Oman licence holder.
A qualifying Annex 6 national licence has a separate recognition basis under the Convention. An unconditional Armenian translation requirement applying to all Oman licences was not established. If the licence format is uncertain, obtain clarification from the Armenian licensing authority rather than assuming that English or Arabic text alone settles compliance.
No official Armenian recommendation specifically instructing Oman licence holders to obtain an IDP was verified. Carrying one can nevertheless be a practical precaution, especially where a rental supplier requests additional documentation.
Article 41 distinguishes temporary foreign drivers from people whose normal residence has moved to the destination. Convention recognition of a foreign permit continues until the destination becomes the holder's place of normal residence.
This is not the same as a fixed allowance of 90, 180 or 365 days. No universally applicable fixed visitor-day limit was established for an Oman licence holder, so no numerical maximum is stated.
Once Armenia becomes the driver's place of normal residence, the visitor recognition provision should no longer be relied upon. The applicable Armenian licensing, exchange or examination procedure for an Oman licence holder is unverified – confirm with official authority. No automatic exchange entitlement or conversion deadline is claimed here.
A licence recognised for driving under the Convention may still be subject to a rental supplier's separate documentation and eligibility requirements. These contractual conditions should not be confused with Armenian driving-licence law.
No named rental-company policy was verified for the Oman-to-Armenia combination. Before booking, ask the supplier whether it accepts the original Oman licence, whether it also requests a Convention IDP, and whether additional driver-age, licence-holding-period or payment-card conditions apply.
Obtain confirmation before making a nonrefundable reservation. An IDP does not independently establish eligibility to rent a particular vehicle.
The original national driving licence is the underlying evidence of the driver's entitlement. Under the Vienna Convention, an international permit must accompany the corresponding domestic permit. Carry both originals when using an IDP.
Additional Armenia-specific roadside document requirements for Oman licence holders are unverified – confirm with official authority. No claim is made that Armenian police routinely request an IDP from every foreign driver.
Specific insurance conditions for this licence combination are also unverified – confirm with official authority. For a rental vehicle, check the insurance and rental agreement to establish who may drive and what coverage applies. An insurance exclusion should not be inferred without a relevant legal or contractual provision.
Article 41 excludes learner-driver permits from the Convention recognition obligation. Recognition is also limited to the categories authorised by the licence and may be affected by the driver's age, licence restrictions or transfer of normal residence.
A licence holder should not assume that permission to drive a passenger car also covers motorcycles, heavy vehicles or other categories. The applicable authorisation must appear on the driving permit.
No separate bilateral Oman-Armenia driving-licence arrangement was verified. The established recognition basis is the multilateral Vienna Convention, not an assumed bilateral agreement.
Check the validity, categories and Convention compliance of the physical Oman licence before departure. If it conforms to Annex 6, Article 41 provides recognition without automatically requiring an IDP. If compliance is uncertain, obtain clarification from the Armenian authority and consider arranging a 1968 Convention IDP through the Oman Automobile Association.
For a rental car, confirm the supplier's requirements separately and carry the original national licence with any IDP obtained. If moving to Armenia rather than visiting temporarily, confirm the applicable resident licensing procedure before driving.
The information was checked against the listed treaty, Armenian legal and Oman issuing-body sources on 2026-10-19. This is the verification date, not a claim that the law changed on that date. Unverified rental, insurance and resident-conversion details require direct confirmation before reliance.
