Guide to driving in Angola with a Malta licence.
A Malta driving licence is not unconditionally recognised in Angola. Under Angolan Presidential Decree 203/16, a foreign licence from a state without a bilateral exchange agreement can be used for up to 30 days only if it was obtained through an exam at least as demanding as the Angolan standard and the licence is valid and age conditions are met. Transport Malta says an International Driving Permit (IDP) is needed for non-EU countries that are not parties to the Geneva Convention on Road Traffic, so a Malta holder should obtain the Maltese 1949 IDP.
The practical position is conditional rather than a simple yes or no. The national licence may qualify for the Angolan 30-day foreign-licence rule, while the Angolan Road Code also recognises international driving licences for non-residents. Because the exam-equivalence condition for a Malta licence was not specifically confirmed by an Angolan authority, the safest documented route is to carry both the Malta licence and the Transport Malta IDP.
Article 103 of Presidential Decree 203/16 gives foreign licences from states without a bilateral equivalence and exchange agreement a limited route to validity in Angola. The licence must be valid, the holder must meet the Angolan minimum age for the equivalent category, and the licence must have been obtained after an examination with a level of demand at least identical to the Angolan standard. When those conditions are met, the licence is valid for no more than 30 days, with a possible extension for another equal period on justified grounds.
No verified source was found establishing a Malta-Angola bilateral driving-licence agreement. The Malta licence should therefore not be described as automatically recognised. The current Malta M6 licence uses English as its distinctive language and lists standard EU vehicle categories, but those features do not themselves prove Angolan legal equivalence.
The IDP position has two layers. Angola Road Code Article 123 treats international driving licences as valid driving titles for people without habitual residence in Angola. At the same time, the 2016 regulation can permit a qualifying foreign national licence for a limited period, so an IDP is not the only possible legal route in every case.
Transport Malta gives stronger origin-country guidance: it says an IDP is needed when driving in countries outside the European Union that are not parties to the Geneva Convention on Road Traffic. Angola is not listed as a contracting party to the 1949 Geneva Convention in the United Nations treaty status checked. Transport Malta form DRV006 expressly issues the Malta IDP under the Convention on Road Traffic of 19 September 1949. The applicable Malta-issued model is therefore the 1949 Geneva Convention IDP, but this does not imply that Angola and Malta have reciprocal 1949 Convention obligations.
No general Angolan legal requirement for a Portuguese translation of a Malta licence was verified. The current Malta M6 licence uses English. Rental documentation can still be language-dependent under individual company terms.
For the no-agreement foreign-licence route, the verified initial period is no more than 30 days and may be extended for another equal period if justified grounds are shown. Because use of that period depends on the exam-equivalence condition and a separate special authorisation can apply in other circumstances, no unconditional fixed visitor maximum is stored for this pair.
Article 102 allows the Angolan driving authority to grant a special driving authorisation to a non-domiciled foreigner holding a licence from a country without mutual recognition. Its maximum validity is one year and it cannot outlast the foreign licence. For residents, Article 104 allows a holder of a valid foreign title that authorises driving in Angola to request exchange for an Angolan licence, subject to the specified identity, residence, licence-validation and medical documents. No Malta-specific exchange deadline or testing exemption was verified.
Rental policy is separate from Angolan driving law. Europcar Angola says the normal driving licence is required at every rental and that an international driving licence is mandatory when the domestic licence is written in a different language from that of the rental country or uses characters that cannot be read there. Europcar also says the international licence is valid only when presented with the normal licence.

Angola Road Code Article 84 requires a motor-vehicle driver on a public road to carry an identity card or passport, a driving licence or driving permit, and an insurance certificate. For a car, it also requires the vehicle ownership title or equivalent, the vehicle registration booklet or substitute, and the periodic-inspection document when legally required.
Article 129 requires compulsory motor-vehicle civil liability insurance covering Angolan territory. This insurance rule is separate from any optional protection sold by a rental company.
The main exception is the exam-equivalence condition attached to foreign licences from no-agreement states. The sources checked do not establish a Malta-specific Angolan determination on that condition. The Road Code also limits the international-licence route to people without habitual residence in Angola. Drivers moving to Angola should therefore use the resident exchange process rather than assume that visitor treatment continues indefinitely.
Obtain the 1949 IDP from Transport Malta before travel and carry it with the valid Malta licence. Carry the passport or identity document, insurance certificate and the vehicle documents required by the Angolan Road Code. Before relying on the 30-day national-licence rule, ask the Angolan driving authority to confirm that the Malta licence satisfies the exam-equivalence condition. If renting, obtain the company requirements in writing before collection.
