Guide to driving in Andorra with a Malaysia licence.
A Malaysian licence holder can drive in Andorra only where the licence and circumstances meet Andorran recognition rules. Andorra recognises qualifying foreign national licences and compliant International Driving Permits. Its current regulation states that an IDP is necessary for temporary driving outside the country of residence in a foreign-registered vehicle. For a typical Malaysian visitor using a rental or other foreign-registered vehicle, carrying the original licence plus a JPJ-issued IDP is the appropriate documented route.
The strongest documented option for a Malaysian visitor is the original valid Malaysian licence together with a valid International Driving Permit issued by the Malaysian Road Transport Department. No fixed tourist driving period was identified in the checked Andorran rules, but residence triggers separate time limits.
Article 14 of the 2025 Andorran driving-permit regulation recognises national permits from other countries when they conform to Annex 9 of the 1949 Geneva Convention or Annex 6 of the 1968 Vienna Convention, including permits differing only through additional headings. It also recognises qualifying Geneva- and Vienna-model international permits when accompanied by the holder national licence. Whether a particular Malaysian licence document independently satisfies the national-permit format test was not established from an authoritative pair-specific source, so visitors should not rely on the national licence alone where the IDP rule applies.
Article 23 of the current Andorran regulation states that an International Driving Permit is necessary to drive temporarily outside the country in which a person resides when using a vehicle with foreign registration plates. It also states that an IDP does not authorise driving on its own and must accompany the original national licence. Malaysia participates in the 1949 Geneva Convention on Road Traffic. JPJ provides IDPs to eligible holders of a valid Competent Driving Licence and states that its IDP is valid for one year. The Malaysian route relevant here is therefore the 1949 Geneva Convention IDP.
No authoritative fixed maximum number of days for an ordinary tourist was verified, so no numerical visitor limit is stated. Residence is different. Under Article 14, a qualifying foreign licence held by a person with habitual residence in Andorra is valid only while the licence remains valid and unrestricted, the holder satisfies applicable Andorran age and experience conditions, and no more than six months have passed since obtaining habitual residence. The regulation applies a comparable six-month condition to temporary residents. Article 15 contains separate exchange rules, including examination provisions for licences falling within the relevant foreign-permit categories.
No named rental-company terms were verified for this exact Malaysia to Andorra situation. A rental company can impose documentation conditions in addition to Andorran driving law. Confirm the required licence, IDP, identity documents, driver age and licence-holding period directly with the company supplying the vehicle.
Where the Andorran IDP rule applies, the international permit must be accompanied by the original national driving licence. A separate authoritative visitor rule specifying every document that police may demand at a roadside check was not verified. Insurance conditions for a Malaysian licence holder were also unverified – confirm with official authority and the relevant insurer or rental provider.
The main exception is residence. Visitor treatment should not be carried over to a person who establishes habitual or temporary residence in Andorra. Licence validity, age and category conditions also remain relevant, and an IDP cannot grant a vehicle category that the underlying licence does not authorise.

Obtain a JPJ-issued IDP before travel and carry it with the original valid Malaysian driving licence when driving a foreign-registered vehicle in Andorra. This avoids relying on an unverified conclusion that the Malaysian national licence alone satisfies every Andorran condition. Check the rental provider separately because rental policy is contractual and may impose additional requirements.
