Guide to driving in Albania with a Kenya licence.
A holder of a valid Kenya driving licence can drive in Albania in the vehicle categories covered by that licence, provided the person has not been resident in Albania for more than one year. Albanian law does not generally require an International Driving Permit (IDP) when the foreign licence follows a treaty model Albania recognises. If it does not, an official Albanian translation or equivalent document is required. Rental-company rules can be stricter.
For a short visit, the key document is the valid Kenyan national licence. The IDP is best treated as a supporting travel document rather than a universal legal requirement in Albania. Translation becomes legally relevant when the foreign licence or IDP does not conform to a recognised international model.
Article 133 of the Albanian Road Code allows drivers with a foreign national licence or an international driving permit to drive in Albania for the vehicle categories covered by that document, as long as they have not been resident in Albania for more than one year. Kenya and Albania are separate sovereign states, so this is foreign-licence recognition rather than domestic recognition.
Kenya and Albania are both parties to the 1968 Vienna Convention on Road Traffic. That convention relationship supports use of the 1968 treaty framework, but Albanian law still requires the actual foreign document to meet the recognised model or to be supported by an official Albanian translation or equivalent document.
An IDP is not generally a stand-alone legal requirement for a Kenya licence holder under Article 133 because Albania also permits driving on an acceptable foreign national licence. The applicable IDP model is the 1968 Vienna Convention model. The FIA IDP repository lists Kenya as a 1968 Convention country and AA Kenya as the issuing body for 1968 IDPs.
No Albania-specific government recommendation for Kenya licence holders was verified. AA Kenya describes its IDP as an official translation of a valid Kenyan licence, and FIA guidance generally recommends carrying an IDP for international driving, especially for car hire. That is practical and issuer guidance, not an Albanian legal requirement.
The Albanian Road Code does not express the rule as a fixed tourist stay of a certain number of days. It uses residence status. A foreign licence may be used while the holder has not been resident in Albania for more than one year. For that reason, max_visitor_days is not stored as a fixed integer for this page.
Once more than one year has passed from obtaining Albanian residence, the foreign licence is no longer sufficient for driving. DPSHTRR publishes a list of countries with bilateral or reciprocal licence-conversion arrangements, and Kenya is not on the current list. A direct reciprocal conversion route for a Kenyan licence therefore was not verified.
Rental terms can be stricter than the legal minimum. Sixt Albania requires a full valid licence held for at least two years and requires an IDP for licences using a non-Roman alphabet. Europcar Albania says an international driving licence is mandatory if the domestic licence is in a language different from the renting country and/or uses characters that cannot be read there. Enterprise Albania requires a valid licence held for at least three years, identification and a major credit card.
Because those published policies differ, confirm the exact requirements for the booked location and vehicle class before travel. An IDP never replaces the national licence.
For the licence issue itself, carry the original valid Kenyan licence and any official Albanian translation or equivalent document required by Article 133. No authoritative Albanian source checked for this page states that every Kenya licence holder must carry an IDP at roadside checks.
No Kenya-licence-specific insurance condition was verified from an Albanian authority. Enterprise Albania states in its Tirana rental terms that third-party liability protection is required by law and included in its rates. That is a named rental-company statement, not a complete insurance rule for every vehicle.
The foreign licence or IDP only authorises the vehicle categories for which it is valid. For special vehicles, Article 133 also requires any professional competence certificate or other qualification required by the issuing state. A non-conforming licence needs an official Albanian translation or equivalent document, and the foreign-licence rule changes after more than one year of Albanian residence.
Travel with the valid Kenyan national licence and consider obtaining the 1968 Vienna Convention IDP from AA Kenya before departure. It is not generally required by Albanian law when the national licence itself is acceptable, but it can reduce disputes about translation and satisfy stricter rental-company policies. Check the rental terms for the exact booking.
