Guide to driving in Albania with a Indonesia licence.
Under Article 133 of Albania Road Code, a valid Indonesia-issued licence can be used for the vehicle categories it covers while the holder has not been resident in Albania for more than one year. The law does not make an IDP universal, but it requires an official Albanian translation or equivalent when a foreign licence does not meet the relevant convention-model condition. For Indonesia, carrying the Polri-issued 1968 IDP with the original SIM is the clearest practical option.
The Indonesia-to-Albania position is conditional rather than a simple IDP yes-or-no rule. The Albanian statute recognizes foreign national and international licences, but document format, translation, residence and rental-company rules can change what the driver needs to carry.
| Issue | Position |
|---|---|
| Use of Indonesian licence | Permitted conditionally under Article 133 for covered vehicle categories |
| IDP | Not universally required by Article 133, but the legal position depends on the national licence format and the translation or equivalent-document rule |
| Residence | Foreign-licence route applies while the holder has not been resident in Albania for more than one year |
| Rental car | Company policies differ and may be stricter than road law |
Article 133 of the Albanian Road Code allows drivers holding a national or international driving licence issued by a foreign state to drive vehicles for which that licence is valid, provided they have not been resident in Albania for more than one year. The same article says that if the foreign national or international licence does not conform to models established by international agreements in which Albania participates, it must be accompanied by an official translation into Albanian or an equivalent document. Whether the current Indonesian national SIM by itself satisfies that model test is unverified – confirm with official authority.
The rule is category-specific. It does not create a blanket right to drive every vehicle class. Any special vehicle class that also requires professional competence evidence in the issuing state can require that additional evidence under Article 133.
An International Driving Permit is not stated as mandatory for every foreign licence holder in Article 133. For an Indonesian driver, the legal need therefore depends on whether the national SIM is accepted under the Albanian model rule or must instead be supported by an official Albanian translation or equivalent document. No Indonesia-specific Albanian government recommendation to obtain an IDP was located separately from that legal rule.
Korlantas Polri states that the Indonesian International Driving Permit is issued under the 1968 Vienna Convention on Road Traffic and uses the Annex 7 model. The United Nations Treaty Collection lists Albania as a party to the 1968 Convention and Indonesia as a signatory without a ratification or accession entry. That treaty record should not be described as creating a reciprocal treaty obligation between the two countries. Albania domestic Road Code is the direct recognition basis used here.
The verified Albanian rule is tied to residence, not to a fixed tourist-day allowance. Article 133 permits the foreign-licence route while the holder has not been resident in Albania for more than one year, so max_visitor_days cannot accurately be expressed as a fixed number. DPSHTRR also states that an international licence is not valid in Albania after the holder has established residence there for more than one year.
DPSHTRR publishes a foreign-licence conversion process for specified countries and reciprocal arrangements, but an Indonesia-specific direct exchange or conversion entitlement was not verified. A person becoming resident should confirm the applicable Albanian licensing procedure before the one-year residence point.
Rental-company terms can be stricter than Albania road law. Europcar Tirana states that the normal driving licence is always required and that an international driving licence is mandatory when the licence is written in a language different from the renting country and/or uses characters that cannot be read there. It also states that the international licence is valid only when accompanied by the national licence. That wording makes an IDP relevant to an Indonesian-language licence under Europcar terms.
SIXT Albania requires a full valid licence and identification and states that licences printed in a non-Roman alphabet must be accompanied by a valid IDP, with a translation accepted only together with the original licence. Enterprise Tirana states that drivers must hold a valid licence for at least three years and present identification and payment documentation, but the checked Tirana page does not state a separate IDP condition. These are company policies, not Albanian law.
Article 178 of the Albanian Road Code requires a motor-vehicle driver to carry the corresponding valid driving licence, the vehicle registration document and the compulsory insurance certificate, together with identity and category-specific or professional documents where applicable. If Article 133 requires an official Albanian translation or equivalent for the Indonesian document, that supporting document must also be available. A Polri-issued IDP should be carried together with the original national SIM rather than used as a stand-alone licence.
Albanian Law No. 32 of 2021 governs compulsory insurance in the transport sector, including motor third-party liability. The Albanian Financial Supervisory Authority also publishes border-insurance documentation for foreign-registered vehicles. These insurance rules are separate from licence recognition. A national licence or IDP does not by itself prove that the vehicle is insured.
The main exception is residence: the foreign-licence route in Article 133 ends once the driver has been resident in Albania for more than one year. Vehicle-category limits continue to apply, and professional or special vehicle classes can require additional competence documents. No special Indonesia-only exemption from these Albanian rules was verified.
For a short visit, carry the original valid Indonesian SIM, passport or accepted identity document, and the Polri-issued 1968 Vienna Annex 7 IDP. This is practical advice rather than a statement that every Indonesian driver is legally required to hold an IDP. It reduces uncertainty around the Albanian document-format rule and satisfies the checked Europcar language condition. Confirm the exact rental-company terms before collection.

Driving-licence, residence, rental and insurance rules can change, so recheck the applicable official or first-party terms before travel or before becoming resident.
