Guide to driving in Azerbaijan with a Colombia licence.
Azerbaijan recognises qualifying foreign driving licences, but acceptance of a Colombia licence could not be conclusively verified. Colombia and Azerbaijan do not share confirmed membership of the 1949 or 1968 Road Traffic Conventions. Whether an International Driving Permit (IDP) or translation is legally required therefore needs official confirmation. Qualifying temporary visitors have no fixed driving-day limit stated in Article 35-1, while residence-permit holders face a one-month licence-exchange requirement.
The central distinction is between Azerbaijan allowing certain foreign licences and establishing that a particular Colombian licence qualifies. Article 35-1 provides the general legal framework, but the checked treaty records do not establish automatic recognition for this origin and destination. A Colombian-issued IDP should not be relied upon without confirmation of its acceptance.
Article 35-1 of the Azerbaijani Law on Road Traffic allows a foreigner temporarily present in the country to drive with a valid licence issued by a competent foreign authority in accordance with Azerbaijan's international road-traffic agreements. The Main Traffic Police also publishes guidance recognising unexpired foreign licences issued according to international standards.
The United Nations treaty records confirm Azerbaijan's accession to the 1968 Vienna Convention on Road Traffic on 3 July 2002. Colombia is not listed as a contracting party to that convention. Neither Colombia nor Azerbaijan appears in the checked contracting-party list for the 1949 Geneva Convention on Road Traffic. These records do not establish a treaty-based right for a Colombian licence holder to drive in Azerbaijan.
The general foreign-licence provision does not, by itself, resolve whether Azerbaijan accepts every current Colombian licence format. The position for Colombia-issued licences, including the precise vehicle categories recognised, is unverified – confirm with official authority. Drivers should request confirmation based on the actual licence category and document format rather than treating possession of a valid national licence as sufficient proof.
The legal requirement for a Colombia licence holder to carry an IDP in Azerbaijan could not be conclusively established from the checked official sources. An IDP is not itself a replacement for the national driving licence. Its usefulness depends on whether the destination recognises the underlying licence and the particular permit.
The Automóvil Club de Colombia identifies itself as the authorised Colombian issuer of international driving permits. Its application documentation refers to the 1949 Geneva Convention framework and asks applicants to verify acceptance in their destination country. Azerbaijan participates in the 1968 Vienna Convention, but the treaty records do not establish a shared convention basis with Colombia. Consequently, acceptance of a Colombian-issued permit under the 1949 model is unverified – confirm with official authority.
No Azerbaijani government recommendation specifically instructing Colombian licence holders to obtain an IDP was verified. Obtaining one may be sensible as supporting documentation only after confirming that Azerbaijani authorities or the chosen rental company will accept it.
Whether Azerbaijani law requires a certified translation, another official translation or an IDP for the Colombian document could not be established conclusively. Rental-company translation requirements are a separate matter and should not be treated as national legislation.
Article 35-1 distinguishes foreigners temporarily present in Azerbaijan from those granted temporary or permanent residence permits. A temporary foreign visitor may drive using a qualifying, unexpired foreign licence under the applicable recognition framework. The provision does not specify a universal maximum number of visitor days, so a fixed 30-day, 90-day or one-year allowance should not be assumed for Colombian drivers.
Once a foreigner receives an Azerbaijani temporary or permanent residence permit, Article 35-1 requires the foreign driving licence to be exchanged within one month of receiving that permit. Azerbaijan's State Migration Service expressly warns that someone who fails to complete the exchange within that period is considered not to have the right to drive. The Ministry of Internal Affairs publishes the statutory exchange provisions. This one-month rule concerns residence-permit holders, not all tourists.
The law provides a licence-exchange procedure, but eligibility of a particular Colombia licence should be checked with the responsible Azerbaijani authority before assuming that every category can be exchanged.
Rental acceptance is a separate question from legal permission to drive. SIXT publishes country-specific requirements for its Azerbaijan operations, including rules for licences issued outside the countries participating in the Geneva and Vienna Road Traffic Conventions.
| Rental company | Published requirement | Source checked |
|---|---|---|
| SIXT Azerbaijan | Original full valid licence and passport or identity card. An official English translation is required for licences from countries outside the Geneva and Vienna conventions. A non-Roman-script licence must be accompanied by an IDP. | SIXT Azerbaijan General Rental Information |
Because the checked UN treaty records do not identify Colombia as a party to either convention, a Colombian renter should arrange an official English translation for a SIXT booking and confirm that the branch will accept the documents. SIXT also specifies vehicle-dependent minimum ages and licence-holding periods, ranging from 21 years of age and two years of licence holding to 27 years of age and five years of licence holding.
These are SIXT terms only. No published policy from another named Azerbaijani rental provider was verified for this pair. A company agreeing to provide a vehicle does not independently settle the legal recognition question.
Article 37 of Azerbaijan's Law on Road Traffic requires drivers to carry their driving licence, vehicle registration documentation and applicable compulsory insurance certificate. Where a driver does not own the vehicle, the law also addresses documentation establishing their permission to use it. Authorised officers may request these documents for inspection.
A Colombia licence holder should therefore retain the original licence and ensure the rental agreement or other required evidence of vehicle-use permission is available. Any additional IDP or translation requirement for this particular licence remains unverified – confirm with official authority.
Azerbaijan requires compulsory motor third-party liability insurance for covered vehicles. The Compulsory Insurance Bureau explains the applicable arrangements for locally registered vehicles and foreign-registered vehicles, including border insurance where relevant. No Colombia-specific rule was found establishing automatic invalidity of insurance or rejection of an insurance claim because a driver lacks an IDP. Specific insurer and rental-contract conditions must be checked separately.
The main qualification is the absence of a confirmed shared road-traffic convention relationship. Colombia's issuing body refers to the 1949 permit framework, whereas Azerbaijan is a party to the 1968 Vienna Convention. Neither fact alone proves whether the 1949-style Colombian permit is accepted under Azerbaijani domestic law.
Recognition of individual Colombian licence categories, any destination-law translation exemption, and any separate administrative recognition procedure remain unverified – confirm with official authority. A residence permit changes the position independently of nationality because the one-month exchange requirement applies to foreign licence holders generally.
Get a written answer from Azerbaijan's Main Traffic Police or Ministry of Internal Affairs about acceptance of the specific Colombian licence and its vehicle category. Ask whether a Colombian-issued 1949-style IDP is recognised, and whether an official translation is necessary. This resolves an uncertainty that neither general foreign-licence language nor the existence of a Colombian IDP can settle.
If hiring from SIXT, follow its published requirement for an official English translation of licences from countries outside the listed road-traffic conventions. Confirm the documents with the branch before collection. Keep the original Colombian licence and the applicable vehicle and insurance documentation available throughout the driving period. Anyone obtaining Azerbaijani residence permission must also address the one-month foreign-licence exchange rule.
The legislation, United Nations treaty records, Colombian permit-issuer information, SIXT rental terms and Azerbaijani compulsory insurance guidance listed above were checked on 2026-10-21. This is a verification date, not the date on which any rule necessarily changed. Colombian licence recognition, IDP acceptance and translation obligations that could not be established conclusively remain subject to confirmation with the responsible Azerbaijani authority.
