Azerbaijan licence holders driving in New Zealand: IDP and rules

Can I Drive? Yes
IDP Legally Required? —
Rental Usually Requires IDP Yes
Maximum Visitor Stay 540 days
IDP Recommended? Yes
Translation Required? Yes

Car Rental Notes

Rental policy (not law): Major operators including Budget require a full unrestricted licence held for at least 12 months. If the licence is not in English an International Driving Permit or approved English translation is required alongside the original licence. Minimum age is commonly 21. Learner, restricted or provisional licences are not accepted.

Police & Enforcement

New Zealand Police and NZTA rules require drivers to carry the current overseas licence at all times. If the licence is not in English the accurate English translation or IDP must also be produced on request. An IDP alone is not sufficient.

Insurance Information

Unverified – confirm with official authority and rental provider. Standard rental insurance is usually included subject to excess; personal travel or third-party policies should be checked for recognition of the Azerbaijan licence and any IDP/translation condition.

Exceptions & Special Cases

Car licences currently valid for 18 months from last entry into New Zealand; motorcycle and truck licences limited to 12 months. From 1 November 2026 car period reduces to 12 months. Alcohol limit for drivers 20 and over is 250 micrograms per litre of breath or 50 mg per 100 ml blood; zero limit under 20. Drive on the left. No winter-equipment mandate sourced for visitors. Toll roads are electronic with free alternatives. Azerbaijan is not on the NZTA exempt-country conversion list, so conversion to a New Zealand licence later requires theory and practical tests.

Our Recommendation

Obtain a 1968 Vienna Convention IDP from the Main State Traffic Police Department (DYP) in Azerbaijan before departure, or arrange an NZTA-approved English translation. Carry both the original Azerbaijan licence and the IDP or translation whenever driving. Confirm the exact rental terms with the chosen company and note the 18-month (soon 12-month) visitor window. Leave New Zealand and re-enter to restart the clock if needed. Convert to a New Zealand licence well before the limit if staying longer.

Detailed Guide

Azerbaijan licence holders on New Zealand roads

Azerbaijan and New Zealand are two separate countries. New Zealand Transport Agency Waka Kotahi recognises a current, valid overseas driver licence from Azerbaijan for visitors. Because the Azerbaijan licence is written mainly in Azerbaijani, an English translation or International Driving Permit is required under New Zealand rules.

The practical factor that matters most is carrying the correct translation document every time you drive.

Legal treatment of an Azerbaijan licence in New Zealand

Waka Kotahi states that a visitor may drive without a New Zealand licence if the overseas licence is current and valid, the driver has not been disqualified or suspended in New Zealand, and no New Zealand licence has been issued since the last entry.

The Azerbaijan licence meets the recognition test. Categories follow the classes shown on the Azerbaijan document, subject to New Zealand weight limits for light vehicles (up to 6 000 kg gross laden weight for a full car licence).

The licence itself is not fully in English. Official Azerbaijan sources confirm the title appears in Azerbaijani and French (“Permis de conduire”), with certain data fields in Azerbaijani and English and the remainder in Azerbaijani. Therefore an accurate English translation or an IDP is mandatory.

Acceptable translations are those issued by a Waka Kotahi-approved translator, a diplomatic representative, or the authority that issued the licence. An IDP issued under a United Nations Convention on Road Traffic is also accepted as a translation. The IDP may be current or expired for up to six months when used with a car licence; the original Azerbaijan licence must still be carried.

IDP: legal requirement versus recommendation

An IDP is not legally required in every case. It becomes required only when the Azerbaijan licence is treated as not being in English and no separate accurate English translation is carried. Waka Kotahi presents the IDP as one of the two acceptable ways to satisfy the translation rule.

No New Zealand government source recommends an IDP for its own sake when an English translation already exists. In practice the IDP is the simplest document most Azerbaijan licence holders obtain before travel. It is issued in Azerbaijan by the Main State Traffic Police Department (DYP) of the Ministry of Internal Affairs under the 1968 Vienna Convention, to which Azerbaijan is a party. New Zealand accepts IDPs issued under either the 1949 or 1968 conventions.

An IDP is never a stand-alone licence. It must always be presented with the original Azerbaijan licence.

Visitor and residence periods

A full overseas car licence may be used for up to 18 months from the last date of entry into New Zealand. This temporary extension ends on 31 October 2026; from 1 November 2026 the period returns to 12 months for new arrivals. Motorcycle and truck licences remain limited to 12 months.

Each new entry restarts the clock. Once the period expires the driver must either convert to a New Zealand licence or stop driving. Azerbaijan is not on the list of exempt countries for conversion, so theory and practical tests are required.

Rental-car requirements

Rental policy is separate from the legal rules. Budget New Zealand states that drivers must be over 21, hold a current full licence (not restricted or learner) for at least 12 consecutive months, and present an English-language licence or an English translation. If the licence is not in English an International Driving Permit is required.

Other major operators follow the same pattern: full unrestricted licence held for a minimum period, plus IDP or approved translation when the original is not in English. Always check the specific terms of the chosen company before travel.

Police and insurance considerations

Police may request the overseas licence and, where applicable, the translation or IDP at any time. Failure to produce the required documents means the driver does not meet the conditions for driving on an overseas licence.

Insurance conditions are set by the rental company or private insurer. Confirm that the policy accepts the Azerbaijan licence together with the IDP or translation; do not assume automatic cover.

Exceptions and edge cases

Vehicle categories are limited to those authorised on the Azerbaijan licence and further constrained by New Zealand class definitions. Alcohol limits apply equally to visitors: 250 micrograms of alcohol per litre of breath or 50 milligrams per 100 millilitres of blood for drivers aged 20 and over; zero for those under 20. Driving is on the left. Electronic toll roads exist with free alternative routes. No visitor-specific winter-equipment or urban-restriction rules were sourced beyond general road-code requirements.

Practical recommendation

Carry the original Azerbaijan licence and either an IDP issued by the DYP or an NZTA-approved English translation every time you drive. Book the IDP before leaving Azerbaijan. Confirm the rental company’s exact document list and age rules. Track the 18-month (later 12-month) visitor window from your last arrival date. Convert early if you plan to stay beyond that period.
