Vanuatu ehliyeti ile Andorra ülkesinde araç kullanma rehberi.
A Vanuatu licence may be usable in Andorra, but the answer is conditional rather than automatic. Andorra accepts non-EU/EFTA national licences only when they match the driving-permit models in the 1949 Geneva or 1968 Vienna conventions, or differ only by supplementary headings. The current Vanuatu card was not verified against those models. A Vanuatu convention IDP also cannot be assumed because Vanuatu is not listed by the UN as a party to either convention.
For a visitor, there is no verified fixed day limit in Andorran law. The key issue is whether the Vanuatu national licence itself satisfies Article 14 of the 2025 regulation. If it does, the national licence is a recognized permit in its own right. If it does not, the published Andorran rules recognize only specified convention-form international permits and bilateral-agreement licences, and no Vanuatu bilateral arrangement or official outbound convention IDP route was verified.
Article 14 of the 2025 Andorran driving-permit regulation recognizes national licences from countries outside the EU and EFTA when they conform to Annex 9 of the 1949 Geneva Convention or Annex 6 of the 1968 Vienna Convention, including documents that differ only by extra headings. Vanuatu government material confirms that Vanuatu issues national driving licences and uses domestic vehicle categories, but it does not establish that the current licence card conforms to either international model. That conformity is therefore unverified – confirm with official authority.
Andorra recognizes international permits conforming to Geneva Annex 10 or Vienna Annex 7 when they are carried with the national licence. The national-licence route in Article 14 is separate, so an IDP is not shown as universally mandatory when a foreign national licence itself qualifies. The UN treaty status tables checked do not list Vanuatu as a party to either the 1949 or 1968 road-traffic convention, and the Vanuatu government sources checked do not identify an outbound convention IDP issuer. No official Andorran recommendation specifically for Vanuatu holders was found.
The Andorran regulation does not set a fixed maximum number of visitor days for a qualifying foreign licence. Once habitual or temporary residence in Andorra is obtained, the foreign licence remains valid for no more than six months, subject to validity, age and category conditions. The regulation separately requires the holder to change a qualifying foreign licence for an Andorran equivalent within the applicable exchange timetable, and non-EU/EFTA licences in the general model-based route can require practical tests.
Rental policy can be stricter than the legal driving rule. The Europcar Andorra La Vella page requires the normal licence and states that an IDP is mandatory if the licence is written in a language different from the rental country and/or uses characters that cannot be read there. This is a named-company policy only. No claim is made that every Andorran rental company applies the same rule.
The Andorra Code of Circulation requires a driver to carry a valid driving licence, the vehicle registration certificate, current proof of insurance and the technical-inspection certificate where applicable, and to show them when requested by the authorities. Foreign vehicles must have insurance covering at least the liabilities required for Andorran-registered vehicles. These are vehicle and enforcement rules, not proof that a particular Vanuatu licence format is recognized.
Vanuatu licence categories include motor vehicle, heavy motor vehicle, common vehicle and motorcycle bands. These domestic labels should not be assumed to map one-for-one to Andorran categories. For resident exchange, Andorra may require documentary proof of authenticity and category equivalence, and translated supporting documents can be required depending on the language and document used.

Before travel, ask the Andorran transport authority to confirm that the exact Vanuatu licence card satisfies Article 14. If renting, send the licence image to the chosen company and get its document requirements in writing. Do not rely on a privately marketed IDP unless the competent Vanuatu authority confirms the issuer and convention model.
